Background Continued...
The 3 goals for this transit circulator project include: 1) to provide safe, clean, reliable, efficient and
cost-effective transit circulator (trolley) service for employees, visitors, and residents of the Health
District via linkages to 14 major institutions/facilities, 9 parking garages/lots, and a direct connection to
the Civic Center Metrorail; 2) to provide a green/eco-friendly fleet of trolley vehicles (with capacity for
25+/- passengers) wrapped or painted in an attractive design and image suitable to the Health District;
and 3) to provide a professional, courteous, and pleasant transit experience for each passenger.
The system will have a goal of approximately 200,000 passenger trips annually.
To procure the circulator services, the City will issue an open and competitive Request for Proposal
(RFP) for turn -key service.
