A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A JOINT PARTICIPATION
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION, TO ACCEPT THE ANNUAL AMOUNT OF
$374,000, OF TRANSIT DEVELOPMENT PROGRAM FUNDING, FOR THE STATE
OF FLORIDA'S FIFTY PERCENT (50%) CONTRIBUTION TO THE OPERATION AND
MAINTENANCE OF THE HEALTH DISTRICT CIRCULATOR SERVICE, FOR A
THREE (3) YEAR PERIOD; ALLOCATING THE CITY OF MIAMI'S ("CITY'S")
MATCHING FUNDS, IN A TOTAL ANNUAL AMOUNT NOT TO EXCEED $374,000,
FORATHREE (3) YEAR PERIOD, FROM THE CITY'S SHARE OF THE ONE-HALF
CENT TRANSIT SURTAX PROCEEDS FROM THE PEOPLE'S TRANSPORTATION
PLAN.
WHEREAS, the City of Miami ("City") has been collaborating with the Florida Department of
Transportation ("FDOT") and the Miami Partnership, a coalition of the major stakeholders and
property owners in the Health District; and
WHEREAS, the Miami Partnership has established a vision for the area which endeavors to
improve mobility and enhance the image and quality -of -life of the area; and
WHEREAS, in furthering the vision of the Miami Partnership, the City is proposing a rubber -tire
circulator service which will serve 14 major facilities/institutions, 9 parking garages/ parking lots, and
will provide a direct connection to the Civic Center Metrorail Station, in the Health District area; and
WHEREAS, the City was awarded $374,000 of State of Florida ("State") funds annually by the
FDOT from the agency's Transit Development Program to assist with fifty percent (50%) of the
operation and maintenance costs associated with the Health District circulator service for an initial
three (3) year period; and
WHEREAS, the City will enter into a Joint Participation Agreement ("JPA") with the FDOT for the
State's financial contribution to the Health District Circulator in the amount of $374,000 annually for a
thee (3) year period; and
WHEREAS, the FDOT requires the City to provide an equivalent match of $374,000 annually for
the operating and maintenance costs associated with providing the circulator service; and
WHEREAS, the City's contribution will be paid from its share of the People's Transportation Plan
(half -cent transit surtax proceeds); and
WHEREAS, the City intends to subsequently issue an open and competitive Request for Proposal
for turnkey circulator service;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute a JPA, in substantially the attached form,
with the FDOT, to accept the annual amount of $374,000, of transit development program funding, for
the State's fifty percent (50%) contribution to the operation and maintenance of the Health District
Circulator service, for a three (3) year period, with funds allocated for the City's matching funds, in a
total annual amount not to exceed $374,000, for a three (3) year period, from the City's share of the
one-half cent transit surtax proceeds from the People's Transportation Plan.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
