To start and build upon a local transit circulator that responds to the specific needs of the
Miami Health District (formerly Civic Center) area and: 1) provides efficient and
effective public transportation for employees, visitors and residents via linkages to
employment centers, hospitals, parking garages, and other public and private institutions
and destinations; 2) provides linkages to existing Metrorail Service to ease commutes into
the City's and County's largest employment area; 3) complements current Miami -Dade
Transit (MDT) Bus service; and 4) positions the City to respond to future public
transportation opportunities that will result from the proposed Miami Streetcar which will
serve the Health District area via NW 20th Street.
To solidify and document the need for the project, the City engaged the services of The
Corradino Group to prepare a planning/feasibility study which was completed in
February 2006. The study was conducted in collaboration with the Miami Partnership
and MDT and included stakeholder workshops and input through an area -wide user
survey.
Operational Responsibilities:
The City of Miami and University of Miami, through a collaborative public -private
partnership known as the Miami Partnership, will operate the circulator service. At this
time, the service is envisioned to be contracted to a private operator engaged through a
competitive bidding process. The City of Miami will be responsible for the contractual
and administrative efforts associated with procuring the service and shall comply with all
statutory requirements to ensure a fair, open and competitive process. Once a private
operator is engaged, the City of Miami and the Miami Partnership will periodically
monitor the private operator and evaluate the effectiveness of the service being provided
as well as route -effectiveness to ensure a viable and successful operation.

Criteria for Success:
The transit circulator will have a goal of 15 passengers per hour on weekdays. Assuming
4 circulators with 10 minute headways (as recommended in the Miami Civic Center
Circulator Study Final Report dated February 2006), the system will have a goal of
241,872 passenger trips annually. This level of ridership is believed feasible based on the
high density of the area and analysis of the peer MDT routes operating in the area (12,
21, 32, M, 22). The circulator route is a two-way loop on public right-of-way that will
be complemented by an internal tram system. This application is for the two-way loop
only.
The City, through its collaborative efforts with MDT and the Miami Partnership, will .
monitor and evaluate the effectiveness of the service being provided every three months
and work with the private operator.to make operational changes as necessary to meet
these goals.
Proiect Budget:
The project is local in scope. The project budget is defined in the table below. Operating
costs are extrapolated from Table 5-3 on Page 37 of the Miami Civic Center Circulator
Study dated February 2006. The costs below represent the total for the three-year project
proposal based on weekday service only. Administrative costs include marketing.
Operating costs represent the estimated costs to have a private contractor/operator
provide the circulator vehicles and operate the service, including costs associated with
personnel, fuel, maintenance, insurances, etc. (i.e. turn -key service).

Benefit to Other Systems: As noted above, Miami -Dade Transit (MDT) operates several
routes in this area in addition to Metrorail service. The Health District circulator will
benefit MDT by providing a feeder service and additional incentives for people to use
Metrorail and thereby increase Metrorail ridership. The services will also allow MDT to
consider restructuring or reallocating some of its existing service to other areas of need
rather than attempting to provide circulation as well as feeder transit service.

The transit circulator will also benefit the overall transportation system in Miami -Dade
County by promoting alternatives to the automobile for commuting to the Health District
with a resulting reduction in traffic congestion and positive impacts to the natural
environment.
