Dear Mr. Hernandez,
It is a pleasure to submit for the City's consideration, my candidature for appointment to the
UDRB Committee for this coming term.
As a resident and practicing Architect in Miami since 2000, I have come to honor and take great
pride in participating in our great City's future development.
Prior to moving to Miami, I traveled here often while working as the Director and co-founder of
Arqitectonica International's Paris Office. I held this position for 6 years and then moved
permanently to Miami to start my local practice in 2001.
Having lived and practiced as a registered Architect in Washington DC for 5 years and Paris,
France for over 11 years, I have come to appreciate how sound urban planning and architectural
design solutions can contribute to a young and vibrant city such as Miami. The majority of our
projects on the boards are mixed -use, urban developments which have focused my practice on
the real issues and needs of our City.

It is critical that we strive to cohesively build our CBD and unite it with a network of pedestrian
friendly mixed -use development along our streets and boulevards in order to as well, successfully
weave all our neighborhoods (and cities) together into a well tuned instrument we refer to as a
real Metropolis. Real urbanism is the Miami of today and tomorrow, celebrating both our majestic
shorelines and our position as the real front door to both North and South America. This is truely
Miami's 'raison d'etre', or reason for being the preferred 'port of call'.
I have served on the City's Affordable Housing and Commercial Loan Committee for over 3 years
now and appreciate the opportunity to continue to increase the quality of housing projects in our
City. To this end we are currently introducing a new 'green', sustainable multi -family prototype
that will reduce both construction and living costs as well as contribute to a more unified urban
evironment.
Zoning, planning and true urban vision go hand in hand ; one cannot function without the other.
Knowing that the Urban Development Review Board holds the key to assisting in quality of our
built environment, I respectfully submit my full credentials for your consideration as a candidate
for appointment to this coming term. Please see my attached resume and corporate brochure for

I highly reconunend Dean Lewis as a candidate for appointment to the
City's Urban Development Review (UDRB) Committee, I have come to know
Mr. Lewis tlu-ough my firms collaboration with him, as consultants on several
Miami area development projects. Aside from his recognized architectural
talent, his capacity for hard work and his in-depth knowledge of current and
proposed City of Miami zoning regulations would make him an invaluable
component of next year's UDRB.
Dean has inunersed himself in all aspects of the City of Miami
development process through his representation of developers and property
owners before the PIanning Advisory Board, the Zoning Board and the UDRB.
As you know, he is also presently representing the local chapter of the AIA with
respect to its review of the proposed Miami 21 Code.
I believe that Dean has an innate aptitude for design that has become
increasingly polished throughout his professional career: first as the head of
Arquitectonica's Paris Office for over six years and since 2001, as the principal of
his own firm here in Miami, where DB LEWIS Architecture+Design has projects
in progress in the U.S,, the Caribbean and in Europe.

Dean's experience as an urban Architect and active member of the Urban
Land Institute and the American Institute of Architects, Miami Chapter Director
elect for 2009, gives him the requisite ability and insight that a UDRB member
must have to deal with the difficult design issues that developer's face in today's
economic environment.
Another important quality that Dean possesses is his ability to work with
other architects and development professionals. I found it a pleasure to work
with him as he quickly understood the development issues involved in our
applications, and was always eager to help in creating successful team
collaboration.
Dean Lewis would be a strong asset to the UDRB and the projects
reviewed by the Board would benefit greatly from his input. I unequivocally

• DB Lewis Architecture+Design (DBL-A) is a full service architecture firm originally

• Mr. Lewis, born in 1961, currently has over 15 years of professional experience in architecture and design and has
• developed expertise in mixed -use programs including: office headquarters, bank facilities hotels and commercial
• components. In addition, his design architect experience includes, one hospital, an art museum, a performing arts
• center and a convention center. He has worked for and consulted with international firms such as:
• CHK Torti-Gallas Architects + Planners in Washington, DC; Adrian Fainsliber-Architecte-Urbaniste in Paris- where
he was in charge of design and project management of the Museum of Modern Art in Strasbourg, France; and for
• Arquitectonica Intl where he directed the Paris -based European office for 6 years while completing design and
• construction administration of the PAC Opera + Concert Hall of Dijon, France.

• Mr. Lewis has successful international design competition experience for which selected drawings and collaborative
architectural work have been both exhibited abroad and published in many professional journals and newspapers

Dean B. LEWIS AIA, Dplg is a registered Architect in the states of Maryland, Florida and Paris, France. Mr. Lewis
holds a Masters degree in Architecture and a Bachelor of Science degree in Architecture and City and Regional
Planning. While in Rome, Italy studying on a travel scholarship, he completed his master's thesis on: `Water and
Greco-Roman Urbanism'. Mr. Lewis has also studied at the Ecole Nationale Superieure des Beaux Arts in Paris,
France and has taught senior design and drawing studios at Ohio State University, the University of Texas, and at
the Ecole Americaine d'Architecture in Fontainebleau, France.
• In parallel with his architectural practice, Mr. Lewis continues to design custom furniture and other amenity products
• fora diverse international clientele. Built works include public fountains, entrance canopies, monumental stairs,
• salon tables, reception bars, desks, theatre seating, lobby benches, light stands, guard railings and door handles.

Principal
Over the past twenty-five years Mr. Lewis has accomplished a very impressive professional portfolio of projects and
experience that span across two continents. As Principal of DB LA Mr. Lewis has been the Principal in Charge for numerous
mixed use high rise projects and urban plans that encompass retail, commercial, residential, luxury condominiums includ-
ing all amenities and parking which will change the skyline of Miami forever. Prior to founding his own firm in 2002 Mr.
Lewis co-founded Arquitectonica's European office located in Paris, France and for six years acted as Office Director and
Architect of Record. During which time Mr. Lewis' professional portfolio expanded to include numerous concert auditori-
ums, art complexes, commercial plazas and residential resorts, hotels and condominiums abroad.
Mr. Lewis also serves on the City of Miami's Affordable Housing and Commercial Loan Center and participates often as a
City of Miami panelist and consultant for special planning and urban design committees.
Representative Project Experience:
• Max Miami, Phase I, Miami, FL. Mixed use commercial high rise 32 stories programmed for the Media Arts Industry for

• Avant Tower, Miami, FL. Mixed use 20-story building to accommodate 7 commercial units totally 12,900 SF and 115 one
and two bedroom residential units totally 116,730 SF. The five story podium includes the lobby, drop off/pick up area
for residents and shoppers, residential parking 171 cars, commercial parking and specified "loading and unloading"
areas. Role: Principal -in -Charge
Tower 1 residents included in this 7 story building consist of six two-story loft units with entry terrace level fitness
center. Architectural element of curved facade creates a transition between the Main Tower and Tower 1. There are
three pedestrian bridges at the 2", 4th and 6th floors for residents of Tower 1 to access the Main Tower.
Tower 2 is a 12 story residential tower featuring Penthouse lofts and 13' high ceilings. Amenities include pool, club-
house, covered resident parking and 24 hour security as well as 15,000 SF of retail space.
• Source Mixed Use High Rise, Miami, FL. Mixed use 9 story high rise to accommodate 15 luxury three and four bedroom
condominiums, 3,000 SF of retail and structured parking. Amenities include pool, terraces, roof terrace, meeting/
conference room and gym. Role: Principal -in -Charge
• Seven Mixed Use High Rise, Miami, FL. Mixed use high rise new construction of an 18 floor 93,195 SF building to
include 88 condominium units, 6,170 SF of retail and structured parking. The condominiums are one and two bed-
rooms ranging from 857 to 1,130 SF. Amenities include rooftop pool terrace, gym and spa. Role: Principal -in -Charge

The one and two bedroom units range in size from 750 to 1,010 SF each. Amenities include a 60,000 SF pool terrace,
• swimming pool, spa, party/conference and meeting rooms and pedestrian arcaded and retail facilities. Role: Principal-

• • Pompeii Mixed Use Project, Miami, FL. Mixed use 10 story, 124,500 SF project to include live/work residential units
• and 8,500 SF of commercial retail space at ground level and three story parking structure within. The two street
facades are composed with a monumental Atrium Terrace and framed windows offering panoramic views towards
• downtown Miami and the ocean. The interior courtyard is composed with an amenity pool terrace and water wall. The
• roof terrace offers cabanas and garden decks for evening star gazing and panoramic views of downtown Miami. The
project provides 108 live work units offering young urbanites the chance to own their residence and place of work
• within the same space. Amenities include: pool terrace, fountain wall and spa, roof terrace cabanas, parking, storage
• and live -work residency. Role: Principal -in -Charge
• • Urban Planning/Visage of Biscayne Shores, FL. Mixed -use 1.5 M square foot commercial and residential towers, mid-

As President of the Board since 1997, Mr. Marcus has worked closely with the Miami Beach
Community Development Corp. (MBCDC) directing the development. funding, renovations and
operations of the non-profit corporation which owns both Shelbourne House which opened in. 1997,
and Fernwood House which opened in 2002. Both buildings are historic renovations located in the Art
Deco District and provide affordable housing for qualifying people living with HIV or AIDS. Both
houses provide the physical design features and social services support to allow their residents to live
independently by providing a secure and healthy environment. Both buildings are subsidized by the
U.S. Department of H.U.D., City of Miami H.O.P.W.A. funds and City of Miami Beach C.D.B.G.
funding, and are administered in coordination with MBCDC.

Organization and Community Activities
As immediate Past President of the Miami Chapter of the American Institute of
Architects (AIA), I organized the AIA Miami Design Charrette in February 2001 to
help save Bicentennial. Park from development of a baseball stadlkm. The results
of the charrette were presented at City of Miami Public Hearings as well as to
various members of our community with decision making powers on the future of
Bicentennial Park.
I also chaired the AIA committee composed of members from AIA Miami, AIA Ft.
Lauderdale, and AlA West Palm Beach titled 'Regional Transit Vision: An Urban
Design Workshop for the South Florida Tri-County Area'. The mission statement
of the workshop was to provide an interactive, informative, and cohesive venue
for Tri-County transportation authorities, urban design professionals, and the
general public to discuss alternative locations for a regional airport in the context
of existing seaports and transportation systems in the South Florida area. This all
day workshop was held on October 13, 2001. The moming session included,
senior planning officials form the tri-county seaports, airports, and tri-rail
Executive Director Joseph Giuletti. Former Miami -Dade Aviation Department
Director Gary.Dellapa moderated the panel discussion. The morning session was
followed by an afternoon session at the FAU School of Architecture studio in
which a number of diagrammatic alternatives to a regional airport location for the
year 2020 were proposed. Press coverage of the event provided stimulus to
other organizations to plan similar events, most notably the Greater Miami
Chamber of Commerce's recent event in which tri-county transportation issues
and goals were established.
This year, t have been appointed as co-chair to organize the AIA Florida annual
Design Workshop convention. AIA Florida is holding its annual convention at the
Bittmore Hotel in Coral Gables this year. Plans are underway to schedule a panel
discussion on the recent gains and future prospects of the City of Miami's Central
Business District.
