HomeMy WebLinkAboutR-08-0589City of Miami Legislation Resolution: R-08-0589 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 08-01134 Final Action Date: 10/16/2008 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, IN THE AMOUNT OF $10,000, FROM THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT DISTRICT 2 ECONOMIC DEVELOPMENT RESERVE ACCOUNT (FISCAL YEAR 2007-2008); ALLOCATING SAID FUNDS, TO ABRAHAM EXECUTIVE SHOE SERVICE INC., TO PROVIDE ECONOMIC DEVELOPMENT ACTIVITIES UNDER THE MICRO -ENTERPRISE ASSISTANCE GRANT PROGRAM, AS SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH SAID AGENCY, FOR SAID PURPOSE. WHEREAS, on March 14, 2008, Mr. Robert Abraham, President of Abraham Executive Shoe Service, Inc. applied for a Micro -Enterprise Assistance Grant which was reviewed by staff and it was determined that the application did not meet the necessary 69 point rating criteria to be recommended for a grant; and WHEREAS, upon further review of Mr. Abraham's application, because of a complaint, the City of Miami Department of Community Development staff determined that Mr. Abraham did not have an opportunity to appeal the staff decision since the letter of denial which included appeal instructions was not received by Mr. Abraham; and WHEREAS, on August 12, 2008, the Department of Community Development reconvened the District 2 Micro -Enterprise Selection Committee to evaluate Abraham Executive Shoe Service, Inc.'s application for a micro -enterprise grant; and WHEREAS, on said date, the District 2 Micro -Enterprise Selection Committee recommended Abraham Executive Shore Service, Inc. to be a recipient of a micro -enterprise assistance grant; and WHEREAS, pursuant to Resolution No. 08-0392, adopted July 10, 2008, the City Commission approved the allocation of $419,937.85, in Community Development Block Grant ("CDBG") funds to the City of Miami Department of Community Development District 2 Economic Development Reserve Account; and WHEREAS, the Administration recommends the transfer of CDBG funds from the City of Miami Department of Community Development District 2 Economic Development Reserve Account, in the amount of $10,000, to Abraham Executive Shoe Service Inc., for economic development activities under the Micro -Enterprise Assistance Grant Program, as specified in Exhibit "A," attached and incorporated; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, City of Miami Page 1 of 2 File Id: 08-01134 (Version: 1) Printed On: 5/16/2017 File Number: 08-01134 Enactment Number: R-08-0589 FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG funds, in the amount of $10,000, from the City of Miami Department of Community Development District 2 Economic Development Reserve Account (Fiscal Year 2007-2008), and the allocation of said funds, to Abraham Executive Shoe Service, Inc., for economic development activities under the Micro -Enterprise Assistance Grant Program, as specified in Exhibit "A," attached and incorporated, is authorized. Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the attached form, with said agency, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
