Purpose of Item: A Resolution of the Miami City Commission decommissioning and classifying one (1) Rear -Loader Garbage Truck #200033 (1994 Mack, Model #DM88S), Vehicle Identification Number (VIN) #1M2B218C1RM003126, as Category "A" surplus stock by the Department of Solid Waste; and, such surplus stock shall be donated to Haitian American Citizenship and Voter Education Center Inc., a 501 (3) (c) non-profit organization, upon the execution of the appropriate release documents; further authorizing before said donation for Dynamic Power Hydraulic, Inc. to repair the vehicle in the amount not to exceed $20,000, utilizing Miami -Dade County Contract No. 5380-6/14 for Leach Parts and Repairs; allocating funds from the Department of General Services Administration. Background Information: Haiti, the Caribbean nation of about 9 million people has been devastated in the past month by four consecutive storms, including two hurricanes, Fay, Gustav, Hanna, and Ike. These storms destroyed the already fragile infrastructure of this nation. It is estimated that 300,000 Haitian children were affected and approximately 500 to 600 people have died. As a result, the City of Miami has been part of a non-perishable food and clothing drive for victims in Haiti that ran through September 19th. Food and clothing drops were established at all Fire Stations and Neighborhood Enhancement Team (NET) offices. (Cont'd on next page ) Budget Impact Analysis NO Is this item related to revenue? Director Chief iloaP6 City Manager Final Approvals (SIG ND DATE) u Page 2 (A resolution donating one (1) Rear -Loader Garbage Truck as a Category "A" surplus stock pursuant to Section 18-82 of the City of Miami Code) On September 191h, Commissioner Spence -Jones led a twenty (20) member delegation to Haiti to deliver 50,000 pounds of hurricane relief to storm ravaged victims in the impoverished Caribbean nation. In support to provide relief aid and assist in the recovery efforts, the City of Miami is also donating to the Haitian American Citizenship and Voter Education Center, Inc., a 501 (c) (3) non-profit organization, a Rear -Loader Garbage Truck #200033 (1994 Mack, Model #DM88S), Vehicle Identification Number (VIN) #1 M2B218C1 RM003126. This non-profit organization is exclusively a charitable, scientific, literary and educational organization with goals to serve Haitians with the education to understand the need and value of becoming United States citizens, on recognizing that voting is an alienable constitutional right guaranteed to all citizens, assist and prepare the required citizenship applications on behalf of applicants, etc. This organization working in the Haitian community is confronted with the pain and suffering being endured not only here, but with their family and love ones abroad. Pursuant to Section 18-92, Disposal of Surplus City -Owned Personal Property, the Miami City Commission may classify surplus equipment as Category "A", as the City's contribution or City's commitment in support of a particular public purpose which may include those community civic or social service programs as may be authorized by the City Commission. Not -for -profit organizations which provide a public purpose shall be offered first consideration as recipients for the disposition of Category "A" surplus stock. As a result, the Miami City Commission via this resolution donates a Rear -Loader Garbage Truck as previously described to Haitian American Citizenship and Voter Education Center, Inc., upon the execution of the appropriate release documents; and in turn, they will donate the same vehicle to Port Au Prince, Haiti to assist them with the debris removal process caused by the various storms. However, before said donation takes place the garbage truck will be repaired by Dynamic Power Hydraulic, Inc. utilizing Miami -Dade County Contract No. 5380-6/14 for Leach Parts and Repairs, in an amount not to exceed $20,000.
