HomeMy WebLinkAboutSubmittal-Coconut Grove Village Council ResolutionCocoanut Grove Village Council Michelle Niemeyer - Chair Martin Zilber - Vice Chair/Sargeant at Arms Felice Dubin — Secretary/Treasurer David Collins Lilian Dones Gary Hecht Lottie Person Alyn Pruett Susan Weintraub Mailing Address 3250 Mary Street, Suite 302 Coconut Grove, FL 33133 Telephone 305-443-1818 Facsimile 305-443-8368 Resolution From the The Coconut Grove Village Council Regarding the Proposed "Grove Village on Grand" Development July 17, 2008 WHEREAS: The Village Council received presentations of the conceptual plans for the proposed "Grove Village on Grand" development, which encompasses approximately 6-1/2 blocks bounded by Florida Avenue on the North, Thomas Avenue on the South, Plaza Street on the West and Margaret Street on the East, at their meetings in May and June 2008; and WHEREAS: The first phase of the "Grove Village on Grand" development has gone before the Planning Advisory Board and the Zoning Board for review of proposed land use and zoning changes, and for first reading before the City Commission; and WHEREAS: The Village Council, at its meeting on June 19, 2008 moved to create an ad hoc committee to meet with residents of Village West and representatives of the developer responsible for the "Grove Village on Grand" project for the purpose of facilitating communication between the parties, and to allow members of Council to better understand their respective positions regarding the development; and WHEREAS: The ad hoc committee has had three meetings with the respective groups; and WHEREAS: The first phase of the "Grove Village on Grand project will go before the City Commission for second reading regarding proposed land use and zoning changes; THEREFORE, BE IT RESOLVED, with respect to Phase I of the proposed Grove Village on Grand Avenue, that the Coconut Grove Village Council: 1. Is supportive of the following elements of the conceptual plans presented to Council in May and June 2008: • Organization of higher intensity development along the Grand Avenue street frontage; 1 Sbm.i a.( - Coco ►��1� QroVe V (Ia3e ovl�ci Cl)esOivt; v-) • Maintaining the existing five story maximum height limit, with step -backs on the fifth floor to reduce the apparent mass of the development; • Provision of underground parking to reduce the visual impact of this use on the development site and surrounding community; • Development of 1 and 2 story residential uses along the north and south edges of the proposed development to provide a transition to the adjacent single family detached houses; • Inclusion of a supermarket/grocery store in the development; • Retention of the existing Farmers Market and Domino Park; • Provision of new civic and park spaces on the project site. 2. Recommends that the City Commission require that the developer offer a covenant to run with the land that will provide a binding commitment that the property shall be developed in accordance with the provisions contained therein; and Recommends that the covenant, or other form of binding agreement, include the following: • A commitment to construct detached and attached single family residences along Florida and Thomas Avenues respectively, with a maximum height of 25 feet, and with a provision prohibiting the use of such residences for office use, and that such residential construction have a reasonable time -certain for completion; • A commitment to develop a fixed number of affordable and workforce housing units within the Village West, with the number of units to be determined based on completion of a Comprehensive Housing Needs Study for the Village West, and receipt of available subsidies to support such development and that such residential construction have a reasonable time -certain for completion; • A commitment to prepare a traffic management plan for the development that will include recommended design features for inclusion in the project plans that will: — Minimize the visual and other impacts of vehicular ingress and egress to the development on the adjacent residential uses — Provide traffic calming elements, such as roundabouts, to slow traffic on residential streets around the development — Provide construction of an appropriate street cross section along Florida and Thomas Avenues to deter the spill -over of commercial parking into adjacent residential blocks; • A commitment that there be constructed appropriate buffers — including both landscape and wall elements between the proposed new development and any existing single family residential parcels that will abut the proposed development sites, with the plans for such buffers to be included in the covenant; • A commitment that there be a pre -construction structural survey prepared of abutting properties and structures to provide a way to evaluate any damage that may be caused during construction; • A commitment, by the developer, to a process of communication and involvement of the Village West community in the planning, design and periodic, post - construction review of issues related to the operation of the proposed development that may negatively impact adjacent residential areas; Submitted into the record in connection iternYZ•15on -Z N Priscilla A. Recommends that the City Commission commit to the preparation of a Comprehensive Housing Needs Study for Coconut Grove that will inform the plan for development of affordable and workforce housing in Village West as described in preceding sections of this resolution; 4. Recommends that the City Commission specifically affirm their commitment to enforce the provisions of the developer covenant; and 5. Requests a commitment by the city to restore the existing zoning of the properties within the proposed project boundaries, should the development not proceed within a reasonable time -certain.
