A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "VISTA
SUPPORT" AND APPROPRIATING FUNDS, CONSISTING OF A GRANT FROM
THE CORPORATION FOR NATIONAL AND COMMUNITY SERVICE ("CNCS"), IN
AN AMOUNT NOT TO EXCEED $27,753, FOR A ONE-YEAR PERIOD, FOR THE
OFFICE OF GRANTS ADMINISTRATION; ACCEPTING THE RENEWAL GRANT
FOR THE AMERICORPS*VISTA ("VISTA") PROGRAM FROM CNCS, IN THE
AMOUNT OF $533,842; AUTHORIZING THE ALLOCATION OF THE CITY OF
MIAMI'S REQUIRED MATCHING FUNDS IN THE AMOUNT OF $75,700, FROM THE
MAYOR'S ANTI -POVERTY INITIATIVE TO VISTA; RE -ALLOCATING SAID FUNDS
OF $75,000, FROM PROJECT 15500.101000.891000 TO PROJECT
15500.150001.481000, FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN SUBSTANTIALLY
THE ATTACHED FORM, TO IMPLEMENT THE ACCEPTANCE OF SAID GRANT
AWARD.
WHEREAS, the City of Miami ("City") has a strong interest in reducing poverty and providing
capacity -building services to local community -based and faith -based organizations; and
WHEREAS, the City submitted a renewal grant application to the Corporation for National and
Community Service ("CNCS") to provide funding for 25 full time AmeriCorps*VISTA ("VISTA")
members to support this program that places a service corps in the City's five City Commission
districts to provide capacity -building for the organizations through grant writing, volunteer
management, and linkages to City financial literacy programs ("Project"); and
WHEREAS, on September 1, 2008, the City's Office of Grants Administration was noticed that the
Project was approved and awarded to the City; and
WHEREAS, the City was awarded $27,753, for a one-year period, for a total of $27,753, from
CNCS to provide activities related to VISTA member support, salary and transportation for the
program; and
WHEREAS, the City was awarded a grant equivalent in the amount of $533,842, pursuant to this
request, to be paid directly by CNCS to the VISTA members as living allowances and educational
awards or stipends; and
WHEREAS, the Mayor's Poverty Initiative will match this award with the amount of $75,700, to
manage the program for a one-year term, consisting of $65,400, for program expenses including the
Program Director's salary and $10,300, to cost -share the living allowance of one VISTA member; and
WHEREAS, the City must execute an award package, including the Memorandum of Agreement,
to accept the grants; and

WHEREAS, the attached award package, including the Memorandum of Agreement, provides
terms and conditions for the City's use of the funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: VISTA SUPPORT
RESOURCES: CNCS $27,753
APPROPRIATIONS: $27,753
Section 3. The AmeriCorps*VISTA Renewal Grant from CNCS, in the amount of $533,842, is
accepted.
Section 4. The City's required matching funds, in the amount of $75,700, allocated from the
Mayor's Anti -Poverty Initiative to VISTA, are authorized to be re -allocated from Project
15500.101000.891000 to 15500.150001.481000.
Section 5. The City Manager is authorized {1} to execute the necessary documents to
implement the acceptance of said grant award.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
