Dear Vanessa:
The current Memorandum of Agreement between the Corporation for National and
Community Service and the City of Miami VISTA project will expire on September 13,
2008. The CNCS Florida State Office would like to continue a partnership and extend an
invitation to renew as a cost -share project with a project support grant to host 24 standard
and 1 cost share VISTA members. I am enclosing application materials for another year of
sponsorship with this letter, in addition to a technical assistance guide to create your
Application in eGrants. You will need to create your continuation application in
eGrants and submit, as well as, forward all required attachments to the Florida State
Office (CSO) by August 15, 2008.
Please call me to discuss the development of your budget for the cost -share project in
eGrants, after you have completed the narrative sections of the Application. While I can not
confirm the availability of FY09 project support funds at this time, your budget should
include a request for a support grant (CNCS share) that will cover project supervision and
transportation costs not to exceed $10,000. Keep in mind these project support funds can
only cover supervisory salary expenses and transportation, along with member service -
related mileage reimbursement. As a Cost -Share Partner, City of Miami should plan to
contribute the living allowance —approximately $10,300 —for at least 1 VISTA cost -share
members. In return, CNCS will cover the cost of the series of benefits and services for all
VISTA members (i.e., education awards, stipends, health coverage, payroll services, training,
travel costs associated with training, moving allowance, and liability coverage, child care, and
FICA).

Summary of Accomplishments
In describing the project's summary of accomplishments for the current year, please give
special attention to the anti -poverty outcomes that are a part of ,our project plan. It would
be helpful to know what innovative measures members have used how you See that
expanding in the coming year.
Project Plan
As you know from last year, the project plan incorporates the Corporation's Performance
Measurement Initiative. Performance measurement requirements are described in the
enclosed Application Instructions, but. I'll briefly summarize the expectations here. The
project plan is composed of a series of work plans. Each work plan describes a broad goal
in one of the Corporation's defined issues areas (see attached list). Within each goal, you will
define anticipated outputs, anticipated intermediate outcomes, and anticipated end
outcomes. (These terms are defined in the Toolkit described below.) You may find it
helpful to use the logic model below as a tool for defining outcomes, for ensuring that each
outcome logically flows from one to the next, and that the end outcome addresses the
identified need.
Once you've developed all work plans — I suggest you focus on no more than three or four
broad goals that best represent your project — you will select a series of outcomes from one
(or no more than two) work plans as your performance measures. Those outcomes selected
for performance measures are further defined with expected result, the indicator that will
demonstrate success in achieving the result, the target number or percent of change that will
reflect success, and the process/tool for measuring progress. You must choose as a performance
measure at least one of each type of outcome (output, intermediate outcome, end outcome).
The work plans will become an integral part of your Progress Reports for the next year, so it
is helpful if you focus on one-year outcomes within the larger project.
If you need additional assistance with performance measures you may contact Project STAR,
a CNCS-contracted technical assistance provider, who is available for consultation at no cost
to you to assist in developing the Performance Measurement work plan and any tools that
you may need to measure the changes you expect. Please feel free to contact Project STAR

Finally, the Corporation has developed a new tool to more specifically define the activities of
each VISTA member position. Please complete a VISTA Assignment Description (VAD)
for each type of position in your project (if two positions perform essentially the same
activities, then only one VAD is needed for that position). The VAD form is enclosed and
you may submit it via email/postal mail after you submit your renewal application. Each
member candidate should receive a copy of the VAD to take to the PSO, where it is used as
part of the training.
