A RESOLUTION OF THE MIAMI CITY COMMISSION
ESTABLISHING A POLICY RELATING TO THE ACQUISITION OF
LAND FOR HOMEOWNERSHIP AND COMPREHENSIVE
REVITALIZATION PROJECTS IN THE COMMUNITY
REVITALIZATION DISTRICTS THAT AUTHORIZES THE CITY
MANAGER TO OFFER UP TO FIFTEEN PERCENT (15%) ABOVE
THE HIGHEST APPRAISED VALUE OF REAL PROPERTIES TO
BE ACQUIRED IN CONNECTION WITH THE IMPI.FMENTATION
OF SAID PROJECTS.
WHEREAS, the City Commission adopted the Five Year Consolidated Plan in the
summer of 1999 that identified comprehensive revitalization initiatives to be undertaken in the
most depressed neighborhoods in the City of Miami; and
WHEREAS, the Five Year Consolidated Plan identified Community Revitalization
Districts to target comprehensive revitalization projects focusing on homeownership
opportunities and redevelopment of commercial corridors; and
WHEREAS, said revitalization projects will require the City to aggressively purchase
real property for the revitalization of City neighborhoods;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Commission hereby approves and establishes a land acquisition
policy for homeownership and comprehensive revitalization projects in the community
revitalization districts which authorizes the City Manager to negotiate and offer up to fifteen
percent (15%) above the highest of the two (2) appraisals for parcels to be acquired in
compliance with policies established under U.S. HUD Handbook 1378, Section 5-2, BASIC
ACQUISITION POLICIES (49 CFR 24.102) ADMINISTRATIVE SETTI.FMENT.
Section 3. The purchase price of any property that exceeds the limits established in
Section 2 above must be ratified by the City Commission.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.»

Il If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the
date it was passed and adopted. If the Mayor vetoes this Resolution, it shad become effective immediately upon
override of the veto by the City Commission.
