A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A NEW SOUTH FLORIDA
MONEY LAUNDERING STRIKE FORCE VOLUNTARY COOPERATION MUTUAL
AID AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE
MIAMI-DADE STATE ATTORNEY'S OFFICE AND OTHER LAW ENFORCEMENT
PARTICIPATING AGENCIES, PURSUANT TO RESOLUTION NO. 04-0784,
ADOPTED DECEMBER 9, 2004, WHICH WAS PREVIOUSLY AN AGREEMENT
WITH FLORIDA DEPARTMENT OF LAW ENFORCEMENT AND VARIOUS OTHER
LAW ENFORCEMENT AGENCIES, TO RECEIVE AND EXTEND MUTUAL AID IN
THE FORM OF LAW ENFORCEMENT SERVICES AND RESOURCES, TO
ENSURE PUBLIC SAFETY AND ADEQUATELY RESPOND TO INTENSIVE
SITUATIONS, INCLUDING, BUT NOT LIMITED TO NATURAL AND MANMADE
DISASTERS OR EMERGENCIES AS DEFINED IN PART 1, CHAPTER 23, OF THE
FLORIDA STATUTES.
WHEREAS, Resolution No. 04-0784, adopted December 9, 2004, authorizing the City Manager
to execute a South Florida Money Laundering Strike Force Voluntary Cooperation Mutual Aid
Agreement with the Florida Department of Law Enforcement and various other law enforcement
agencies expires on or about September 18, 2008; and
WHEREAS, the new South Florida Money Laundering Strike Force Voluntary Cooperation
Mutual Aid Agreement replaces the Florida Department of Law Enforcement with the Miami -Dade
State Attorney's Office; and
WHEREAS, there is exists a continuing possibility of law enforcement problems which are, or are
likely to be, beyond the control of the services, personnel, equipment or facilities of the City of Miami
Police Department and the participating municipal police departments, along their shared jurisdictional
boundaries; and
WHEREAS, in order for the respective governments to meet their responsibility of ensuring public
safety and peace for the citizens of their communities, it is necessary for these participating
governmental agencies to execute a new Mutual Aid Agreement ("Agreement") with the State
Attorney's Office; and
WHEREAS, the parties to this Agreement have joined together in a multi -jurisdictional strike force
to combat illegal money laundering, drug trafficking and other drug law violations and related criminal
investigations to disrupt organizations engaging in such activity through coordinated and long-term
investigative, forfeiture, and prosecution efforts;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute a new South Florida Money
Laundering Strike Force Voluntary Cooperation Mutual Aid Agreement, in substantially the attached
form, with the Miami -Dade State Attorney's Office and other law enforcement participating agencies,
pursuant to Resolution No. 04-0784, adopted December 9, 2004, which was previously an agreement
with Florida Department of Law Enforcement and various other law enforcement agencies, to receive
and extend mutual aid in the form of law enforcement services and resources to ensure public safety
and adequately respond to intensive situations, including, but not limited to natural and manmade
disasters or emergencies as defined in Part 1, Chapter 23, of the Florida Statutes.
Section 3. This Resolution shall become effective immediately upon its adoption and the
signature of the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
