A resolution authorizing the piggyback of Miami -Dade County, Request for Proposal ("RFP") No.
8514-3/13, for Forensic Casework for DNA Analysis, from The Bode Technology Group, Inc., the
primary vendor, and Orchid Cellmark, Inc., the secondary vendor, authorizing the City Manager to
execute agreement(s), in substantially the attach form, for an initial period of three (3) years, with the
option to renew for three (3) additional one-year periods, funding will be derived from Project No. 19-
199500, Award No. 1427 and Account Code No. 12000.191602.531000.0000.00000, in an
amount not to exceed $195,367.

Subject: Forensic Casework for DNA Analysis
Background Information:
The Department of Police has been awarded a grant for funding the "Solving Cold Cases with DNA
Program" to review, prioritize, examine and evaluate homicide cold cases to identify physical evidence
with the potential to yield deoxyribinocleic acid (DNA) that can be submitted for testing.
Miami -Dade County provides forensic laboratory services for County and over thirty (30) municipalities,
including City, with the average of two hundred and fifty (250) cases processed each month by the
Miami -Dade Crime Laboratory Bureau's Forensic Biology Section. County has been awarded a federal
grant under the Forensic Casework DNA Backlog Reduction Program (DNA Backlog Reduction Program)
to support the outsourcing of DNA analysis for violent crime cold cases.
In connection to the DNA Backlog Reduction Program, the County issued a Request for Proposal (RFP)
No. 8514 to outsource forensic casework for DNA analysis of backlogged cold violence crime cases.
The Bode Technology Group, Inc., was selected as the primary vendor, and Orchid Cellmark, Inc., was
selected the secondary vendor.
The City of Miami Police Department would like to solve its cold violence crime cases by piggybacking on
the existing Miami -Dade County, RFP 8514-3/13, and entering into agreements with The Bode
Technology Group, Inc., as the primary vendor, and Orchid Cellmark, Inc., as the secondary vendor, to
provide Forensic Casework for DNA Analysis.
