On December 5, 2007, proposals were received for RFP 8514 and subsequently reviewed for responsiveness. The solicitation contained the following Minimum Qualification Requirements: The Proposer shall be currently accredited in nuclear DNA testing by either the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD-LAB) or Forensic Quality Services (FQS) at the time of the proposal due date, (Note: This is a requirement through the contract award and is a continuing condition of award.) One Proposer, NIFSO Corporation, is currently not accredited by either ASCLD-LAB or FQS. Attached is a copy of NIFSO's response to the Minimum Qualification Requirements. Reviewed By: Date: Date: To: From: Subject: Memorandum February 5, 2008 Rita Silva Senior Procurement Contracting Officer Department of Procurement Management Amado Gonzalez Chairperson Evaluation/Selectfai Committee Report of Evaluation/Selection Committee for RFP No. 8514 Forensic Casework for DNA Analyses The Evaluation/Selection Committee has completed the task of evaluating proposals submitted in response to the above referenced Request for Proposals ("RFP") following the guidelines published in the solicitation as summarized below. Committee meeting dates: December 10, 2007 (Kick -Off) December 18, 2007 (Technical Evaluation) February 5, 2008 (Qualification Testing Evaluation) Verification of compliance with contract measures: Not applicable since the Review Committee did not assign any contract measures to this solicitation due to the funding source. Verification of compliance with minimum qualification requirements: The solicitation had minimum qualification requirements which were reviewed by the Chairperson and Michael Hass, Laboratory Manager of the client department, Miami -Dade Police Department. The Evaluation/Selection Committee did hold qualification testing with the top four proposers. Price proposals were scored at the same time the technical proposals were scored. Negotiations: The Evaluation/Selection Committee recommends that the County enter into negotiations with the following two highest scoring proposers: The Bode Technology Group, Inc. Orchid Cellmark inc.
