Carvalho, Associate Superintendent Office of Intergovernmental Affairs, Grants, Marketing, and Community Services SUBJECT: REQUEST AUTHORIZATION TO ACCEPT SIX CONTINUATION GRANT AWARDS FROM THE FLORIDA DEPARTMENT OF EDUCATION (FLDOE) FOR FUNDING THE SIX 21sT CENTURY COMMUNITY LEARNING CENTER (21sT CCLC) PROGRAMS AND ENTER INTO SEPARATE CONTRACTUAL AGREEMENTS WITH THE CITY OF MIAMI; YOUNG MEN'S CHRISTIAN ASSOCIATION (YMCA) OF GREATER MIAMI; AND THE UNIVERSITY OF MIAMI. COMMITTEE: INSTRUCTIONAL EXCELLENCE AND COMMUNITY ENGAGEMENT LINK TO DISTRICT STRATEGIC PLAN: IMPROVE RETURN ON INVESTMENT OF GRANT DOLLARS Authorization is requested to accept four grant awards from the Florida Department of Education (FLDOE) in the approximate total amount of $2,517,347 to fund the 21st Century Community Learning Center (21st CCLC) Programs for the grant period of July 1, 2008, through June 30, 2009. The 21st CCLC program awards grants through a competitive process to rural and inner-city Title I public schools, or a consortia of such schools, with a priority given to partnerships between schools and public or private community -based organizations to enable them to continue to provide for the educational, health, social services, cultural, and recreational needs of the community's before and after -school programs. The grants will be managed by the individual schools, and Curriculum and Instruction, Elementary Education. This program will support the Superintendent's initiative to ensure achievement of high academic standards by all students. These programs are designed to serve students who attend schools with a high concentration of low-income, low -performing students, as well as schools designated as in need of improvement under the No Child Left Behind Act. The activities are intended to foster enthusiasm for reading, mathematics, science, and technology, which will lead to increased academic performance, increased self-esteem, healthy choices, and greater interest in school. Young Men's Christian Association of Greater Miami (YMCA) provides counselors, snacks, homework assistance for the 21s CCLC program. Mr. Alfred Sanchez is the President. 3. University o Miami will evaluate the program. Ms. Donna Shalala is the President $42,119 $96,217 $11,000 Miami Jackson Adult Education Center/ Jackson Success Zone $268,000 None Southeastern Consortium for Minorities in Engineering (SECME 1) $700,000 None Southeastern Consortium for Minorities in Engineering (SECME II) $700,000 None Lenora B. Smith Elementary School $461,347 1. City of Miami manages the 21a CCLC program. Mr. Pete Hernandez is the City Manager. 2. Citizens for a Better South Florida will provide science workshops. 3. University of Miami will evaluate the program. Ms. Donna Shalala is the President. $41,369 $25,000 $23,069 Total $2,517,347 $238,024 No matching funds are required as a condition to receive these grant awards. Grant funds will be used to fund project directors; teachers; paraprofessionals; part-time hourly; non -instructional part-time hourly; professional and technical contracted services; educational materials; textbooks; duplicating; software; periodicals; supplies; furniture, fixtures, and equipment; student transportation; travel; and evaluation. Official notifications of these grant awards are expected on or before August 30, 2008, which is after the start of the grant period. Reimbursements of grant -related expenditures are authorized effective July 1, 2008. Page 2 of 4 RECOMMENDED: That The School Board of Miami -Dade County, Florida, authorize the Superintendent to: AMC/LM:ms 1. accept six continuation grant awards from the Florida Department of Education (FLDOE) for funding the six 21st Century Community Learning Center Programs in the approximate total amount of $2,517,347, for the grant period of July 1, 2008, through June 30, 2009: a. Florida International Academy A Charter School, in the amount of $168,000; b. Holmes Elementary School, in the amount of $220,000; c. Miami Jackson Adult Education Center, in the amount of $268,000; d. SECME I, in the amount of $700,000; e. SECME II, in the amount of $700,00 and; f. Lenora B. Smith Elementary School, in the amount of $461,347. 2. enter into separate contractual agreements in the total amount of $227,024 for the grant period of July 1, 2008, through June 30, 2009 with: a. City of Miami, in the amount of $82,738; b. Young Men's Christian Association of Greater Miami (YMCA), in the amount of $96,217; c. Citizens for a Better South Florida, in the amount of $25,000 and; d. University of Miami, in the amount of $34,069 3. retain funds from each grant in an amount not to exceed the annually negotiated indirect cost rate, as approved by the FLDOE, as allowed; 4. extend these programs and contractual agreements as authorized through official notification from the granting agency in order to complete the goals of the programs; and 5. direct Financial Operations to establish appropriations in the amounts approved or as amended by the granting agency; such appropriations to be reported periodically to the Board.
