Dear Commissioner Sarnoff:
This letter confirms my enthusiastic support for the Grove Village on Grand development that
Pointe Group Advisors has proposed for Grand Avenue in Coconut Grove.
It is my opinion that this area and the entire community should embrace and welcome this
carefully planned mixed -use development. The project is scaled for the community and the
underground parking is a progressive and appealing solution to one of Miami's largest problems.
As a local, I look forward to the positive impact this development will have on the Grove and
surrounding areas, both economically and on quality -of -life. The project's new office space,
retail and commercial uses, planned eateries and parking will clearly enhance the viability and
vibrancy of the area. The prospect of a new full -service grocery is wonderful for Grove
residents who may now be able to do all their shopping in their own neighborhood. Finally, the
addition of businesses creates much needed and always desirable employment opportunities for
our residents.
Perhaps most importantly, Pointe Groupe's principal, Peter Gardner, is a local long-time resident
with well known community oriented values. Additionally, as someone who will reside blocks
away from this development, he has a personal stake in the quality of the outcome. I believe
this is an opportunity to have this area developed properly instead of by someone from out of
town with only a financial stake, which otherwise will eventually happen. Stated more directly,
Peter is a good guy with the capital to do this right and whose interest is aligned with ours.

As Grove residents for over 35 years, we enthusiastically support this project.

For the first time, here comes a project that will revitalize a part of Coconut Grove which has
long been neglected. It is a comprehensive project that includes many features which
complement this primarily residential area ---commercial, practical and aesthetic.
The reason for our support of this project is that it will not only revitalize the commercial sector
with increased and well -designed office space, but will also encourage more restaurants
(hopefully some ethnic ones too) and increase underground parking.
The icing on the cake is that the design is environmentally friendly. The grand Oaks near Grand
Avenue will remain, and there will be more open spaces which offer a modicum of tranquility
and sophistication —unlike the concrete jungle of downtown Miami! Above all, the majority of
residents in the West Grove approve of this project because they will also be the beneficiaries of
this coi.upreliens lvc plan.
The current status quo in the West Grove needs to be improved, so please do not let this
wonderful opportunity slip through our fingers.
Peter Gardner and his family live in Coconut Grove, their church is in Coconut Grove, and their
children go to school in Coconut Grove. He is the classic opposite of the many fly-by-night
itinerant developers whose piecemeal projects have caused more problems than they arc worth.
Peter Gardner is honorable, true to his word, and a respected member of our community. We
have total confidence in his integrity, as well as in this project, and we respectfully urge you to
support the Grove Village on Grand.

As you are well aware, the Pointe Group Advisors is proposing a a five -story Bahamian styled
mixed -use development that will enhance Coconut Grove to be the premiere community in
Miami -Dade County to live, work and play. The project will encompass six blocks from Plaza
St. to Margaret St. on Grand Ave. (west to east) and from Thomas Ave. to Florida Ave. (south to
north). As a resident and property owner in Coconut Grove, I want to make sure that you are
aware of my family's endorsement of this project. My wife and two young daughters moved to
Coconut Grove in 2006 from Los Angeles, CA. We feel fortunate and privileged to call "The
Grove" our home. This project that the Pointe Group Advisors are spearheading will only
enhance the overall experience of being a part of this wonderful community. I want to thank you
for doing such a wonderful job as our representative and look forward to becoming more

As a past resident of `Grove Isle', I traveled for years through Grand Ave. The
Redevelopment of the six blocks included in `Grove Village', will be a tremendous help in
revitalizing this area. The Bahamian Style is certainly in keeping with the history of this area
and based on the sketches, aesthetically will look great. The Retail Space - including restaurants,
on Grand Ave. will bring life back to the street. This area also needs updated residential and
commercial space. The grocery store is surely needed by the local residences. I would hope that

re development of Grand Ave. This project will bring a much needed economic stimulus to this area as
well as beautify it. The Max Strang designed buildings will create a beautiful post modern Bahamian
theme to the avenue . It will truely enhance the lives of all of the Groves citizens.. .Grand Ave is a main
thorough fair in Coconut Grove and for many years it has been seen by locals and tourists alike as a
rundown, dangerous street which separated it from the rest of the Grove. This project will transform

I am writing to you to express my enthusiastic support of Grove Village on
Grand, a Redevelopment Project, which I understand will be considered for
approval by the Miami City Commission in the near future.
It is been my pleasure to know the developer, Mr. Peter C. Gardner, for
many years and to follow the progress and planning of this particular
redevelopment. As you know, the project consists of a five -story Bahamian
styled mixed -use development with subsurface parking. The redevelopment will
provide office space, rental housing, retail and commercial spaces, restaurants,
cafes and a full -service grocery store.
I believe the project with its human scale, Bahamian architectural style and
extensive amenities will be ideal for the Village West community. It undoubtedly
will provide many much needed jobs for the local community both during its
construction phase and as a fully completed multi -use development. It most
likely will inspire others to make similar investments and commitments to the
future of our community and therefore have a widespread and beneficial effect
on the local economy.

Regarding the Grove Village Development by Pointe Group
Advisors May 16, 2008
Pointe Group Advisors have met with this community in 1 1 +
meetings at the invitation of various community groups,
residents and organizational representatives.
In each meeting they have addressed extensive questions
from residents, businesses, community based organizations
and community representatives.
This report summarizes these meetings and includes the
responses to the many questions posed to Pointe Group
Advisors.
A total of 217 persons were in attendance at 10 public
meetings. At each meeting the audience was polled to get
a sense of their readiness or reluctance to support the
development and to specifically identify the reasons for any
such reluctance.
In addition Pointe Group Advisors met with several
homeowners at their homes in the neighborhood resulting in
clarity of issues and support for the development. Where
individuals expressed specific concerns, Pointe Group
Advisors addressed each concern, in many instances
repeating their responses and their willingness to cooperate
and resolve stated concerns to the best of their ability.

January 9, 20-08,_Frankie Rolle Center: Community Representatives

Pointe Group Advisors discussed and presented the development
plan and entertained questions from community representatives.
Community representatives at that point indicated that they would
consider the plan and set a follow-up meeting to respond to the
proposed development.
January 24, 2008, Virrick Park Gymnasium: Community at large (sign
in sheet attached) 41 in attendance.
Point Group Advisor presented the development plan and shared
the graphics/conceptual plans. This meeting included extensive Q
and A from the audience. The audience was polled on their
response to the plan. The response was overwhelmingly in support of
the development by a show of hands. Two persons responded
unfavorably by a show of hands.
*January 28, 2008, Frankie Rolle Center: HOATA (This writer does
not have the sign -in sheets for this meeting.) The report from
HOATA was that the attendees did not provide a support
statement for the development due to un-readiness and the
need for clarification of several concerns and questions.
HOATA may have held additional meetings however this writer
is not aware of the exact dates that Pointe Group made
presentations to HOATA nor the disposition of, or number of,
persons in attendance.

January 31, 2008, St Matthews Community Church: Community at
large (sign in sheet attached) 45 in attendance
Pointe Group Advisors participated in this meeting and publically
responded to questions form the audience regarding the proposed
development specifically in regard to how the project would
impact/coordinate with existing and planned activity and projects in
Village West Island District. Participants extended an invitation for
Pointe Groups Advisors to become partners with the community with
reference to specific priorities established by the community. Pointe
Group Advisors responded affirmatively and accepted the invitation
to partner with the community and to be supportive of the efforts
and priorities of the community. The audience responded strongly in
favor of the development with several questions asked and
answered and no unfavorable comments.
April 9, 2008, St. James Baptist Church: Community at large (sign -in
sheet attached) 35 in attendance
Individuals and organizational representatives from the community
met to discuss the implications of the proposed development
especially as it relates to the SD-28 zoning and issues regarding
proposed zoning changes to NCD-3. Several questions and
concerns were raised. The consensus of the participants was that
they supported the development proposed in Village West but they
did not want to see residential zoning changed and they wanted
more time to resolve this issue with Pointe Group Advisors prior to any
hearing at PAB or city commission. Participants approved the
establishment of a Review Team to glean facts and present them to
the community in regards to zoning, planning and development
issues. Participants also indicated that they wanted community
representatives to meet with Pointe Group Advisors to ask their
specific questions and get answers so they would be in a better
informed position to decide if they could support the development.
Participants requested a follow-up meting to hear the answers to
their questions.
April 14, 2008, St. James Baptist Church: Community Representatives
(sign -in sheet attached) 13 in attendance.

Community representatives met with Pointe Group Advisors to review
the 30 questions that were presented by the community. (Attached
list of those questions and answers) at the end of the meeting two
concerns were yet unresolved. The group agreed to continue to
work together to try to come up with acceptable strategies to
resolve the two issues. The community representatives agreed to
support the Pointe Group Advisors at the upcoming PAB meeting
(April 16) based on the responses to the 30 questions and the
agreement to continue to work to resolve the remaining concern.
The community group agreed that it would go on record in support
of the proposed development with the caveat that unresolved
concerns would be resolved before going to a second PAB hearing
and before going to city commission for approval. The community
presented a list of opportunities to partner with the community
based on various projects that were being undertaken by
community groups and based on the priority needs in the
community. Pointe Group Advisors agreed to review these priorities
and respond on how they would partner to assist the community in
accomplishing its goals. (as of this writing that response has not been
made in a formal sense although Pointe Group advisors have
indicated that they will work with the community in addressing
employment, housing, the needs of St. Albans Child Center and
promoting/preserving the culture and character of the community
through preservation of the Domino Park and development of the
Founders Park - examples).
April 17, 2008, UEC Conference room, Positive Partners afternoon
monthly meeting (sign -in sheet attached) 17 in attendance.
Pointe Group Advisors participated in the Positive Partner meeting
and summarized the development. The partners expressed
concerns and asked questions about how people were being
relocated and if they were being displaced. Pointe Group Advisors
answered questions and again indicated their desire to partner with
the community. Positive Partners expressed their support for the
development with specific comments that they felt it will bring .much
needed improvements to the community, jobs and economic
opportunities. Additionally Positive Partners indicated that as more

people moved into the community, the services of the Partners
would be in greater demand, merchants would benefit from
increased commercial activity and customers and the efforts of all
community groups to create a better community would be
enhanced by such improvements.
April 21, 2008, UEC Conference room, Review Team, (sign in sheet
attached) 6 in attendance
The Review team met to consider the proposed development and
to discuss questions that were yet unresolved regarding the
development. Several questions were raised due to the decision of
the PAB on April 16. Specifically the review team decided to meet
with Pointe Group Advisors to get clarity of how they plan to resolve
the community concerns about changing the zoning to allow
commercial (parking lots) in previously residential zoned area on
Thomas Avenue and Florida Avenue. Additionally the Review Team
wanted to find out what strategies could be pursued that allow the
development to go forward with the underground parking without
changing the SD-28 and without allowing commercial zoning in
residential areas. The Review Team also agreed to pose outstanding
questions from the community to Pointe Group Advisors for the
purpose of providing accurate feedback to the community as they
consider their support for this project.
May 1, 2008, Virrick Park gymnasium, Community at large, (sign in
sheet attached) 24 in attendance
This meeting was primarily attended by HOATA representatives and
members of the Coconut Grove Collaborative. Additionally residents
attended who were not in attendance at the previous meetings. The
intent of the meeting was to provide feedback to the community
follow-up on the April 9 and April 14 meetings and to introduce the
Review Team and its findings. Specific questions were asked by four
residents in regard to the parking lots in residential areas and
commercial traffic in commercial areas. These four residents
expressed their opposition to the development and stated that they
were against it regardless of what the developers did. The reasons
given were that (two Florida Avenue residents) did not believe the

developers were not going to put a parking garage under their
homes on Florida Avenue despite the fact that Pointe Group
Advisors repeatedly stated that the parking Tots would not be under
any of their homes. These residents felt that the underground
parking lots would cave in.. One Thomas Avenue resident stated that
he would not support the development under any circumstances
because he did not believe the developers and he has seen
developers say one thing but do another. He stated that he did not
want any changes made at all. Another resident stated that he did
not want to see the development go forward because he did not
fully understand what was being proposed. (this was his first time
attending any of the presentations)
HOATA's President indicated that HOATA has not yet determined its
position either in favor or against the development.
This meeting was highly disruptive hence there was no opportunity to
seek a consensus either in favor or against the development. The
general tone of the five persons who were vocal, however, was in
opposition to the development.
May 12, 2008, UEC Conference room, Review Team (sign -in sheet
attached) 8 in attendance, Pointe Group Advisors met with the
Review Team to respond to questions gleaned from the community
and to review the proposed development in specific areas
addressed by those questions. (Questions and answers attached) at
the conclusion of the meeting the review team agreed hat most
questions had been satisfactorily answered and each indicated that
based on the fact they were very supportive of the development.
The Review Team indicated that it was supportive of having a
covenant on the SD-28 that protected the residential zoning and
assured the community that there would be no future commercial
encumbrance into residential areas. The Review Team each stated
that they are opposed having the SD-28 modified. The Thomas
Avenue resident on the review team agreed to host a block meeting
with Pointe Group Advisors for residents on Thomas Avenue so they
could get clarity on what is proposed in the development and how it
will affect them. One member suggested that Village Council should
receive a report from the Review Team. The 1st Vice President of

HOATA on the Review Team was requested to get some
understanding on why HOATA has not decided in favor or against
the development and if there are issues that yet need to be
addressed.
The Review Team indicated that it needs to have the proposed
language for the covenant (if there is to be one) prior to the PAB
meeting so that it could perform a proper review and provide
information to the community so they would be better informed
when they respond at the PAB hearing on May 21.
Members of the Review Team individually expressed support of the
development and indicated that the development would bring
positive changes and improvements to the community that has been
Tong -awaited and needed.
May 15, 2008, Helen Bentley Health Center: Positive Partners mid -day
monthly meeting, (sign -in sheet attached) 11 in attendance
Pointe Group Advisors presented the plan details, shared some of
the unique features of the development and answered specific
questions from Positive Partners in attendance. One Positive Partner
declined from stating support at this time indicating that residents on
Carter Street were not ready to support the project because they still
had questions about the proposed development. This Positive
Partner agreed to host a meeting between the residents and Pointe
Group to address questions and concerns. With the exception of
one Positive Partner, the Positive Partner membership voted
unanimously in support of the proposed development by a vote
taken and a later poll of Positive Partner members absent from the
mid day meeting . The Positive Partner position Statement in support
of the development going forward with a covenant to protect the
residential areas, is attached with signatures from the membership.

Summary of April 14 meeting
After a brief discussion updating everyone on the prior community meeting and issues /
questions that have surfaced from the several community meetings, the attendees engaged in a
review of the 31 questions posed to Pointe Group, (attached) The responses from Pointe
Group are listed below and noted as to consensus on the issue. Listed also are concerns that
remain unresolved which require additional inquiry, discussion or Intel prior to being brought
back to the table for resolution. The meeting was extremely productive for the community and
the developers.

File ID 08-001661u consideration of an ordinance of the Miami City commission, with attachment(s) , amending
Ordinance No. 10544, as amended, the future land use map of the Miami Comprehensive Neighborhood Plan.
Pursuant to small scale amendment procedures, subject to §163.3187, Florida statues , by changing the land use
designation of 3.64 acres of real properties located at approximately 3410-20, 3428 Hibiscus Street, 3501, 3520,
3522, 3530, 3535, 3547, 3560, 3567 Grand Avenue, 3511, 3521, 3547, 3551, 3559, 3560, 3575, 3587, Thomas
Avenue and 3500, 3506, 3508, 3540, 3548, 3576, 3582, Florida Avenue , Miami , Florida, from " single family

residential", "duplex residential", and "office" ( to" restricted commercial") making findings; directing transmittals
to affected agencies; containing a severabifity clause; and providing for an effective date.
The community representatives expressed general support for the Pointe Group development
and acknowledged that it is a development that appears to be at least attempting to conform
to the intent and goals of the SD-28 Overlay for the Village West Island District. After discussion
and review of all questions posed by the community at large, community representatives
identified several items that remain unresolved and require additional discussion. However, in
the interest of a progressive and mutually beneficial partnership between Pointe Group and the
Village West Island District community and a commitment to working together to resolve these
items, the community representatives agreed unanimously to recommend an affirmative vote
in favor ofPointeGroup's petition for the zoning change (stated above) at the upcoming PAB
hearing on April 16 - with the conditions that,
1. There will be on -going discussions between Pointe Group and the community {through its
review team and/or general public meetings) to resolve outstanding issues listed below, and
2. That Pointe Group has committed to a. support and to seriously review recommendations for
partnership activities that were submitted to Pointe Group and discussed in the meeting of
April 14 (attached) and b. to further determine which priorities Pointe Group can support and c.
explore "how to" provide support for these community priorities, and d. provide a written
response to the community committing to support community priorities.
3. Prior to going forward to the next step in planning, zoning and city approval of the
development plan, the community requires satisfactory and mutual agreement on issues yet
unresolved and requires resolution of other issues that may arise as the development plan
moves through the approval process, and
4. The zoning changes should be specific and restricted to the development area currently
presented in the petition and future zoning change proposals will be subject to community
approval through the same or similar process in which Pointe Group (or any developer) would
bring the proposal to the community prior to formally requesting any zoning changes.
Resolved questions: consensus reached (excepted as otherwise noted)
1. Have your plans changed in any way from your presentation you gave to the community at
Virrick Park? Yes, the supermarket was reduced from 39000 sq. ft. to 26000 sq. ft, in
response to concerns raised at the HOATA meeting in February 2008. Otherwise the plans are
the same as presented at all the public meetings but they may change as/if required by
permitting bodies as the plan goes through the approval process.
2. How big (footprint) is the supermarket you plan to develop, and how many stories high ? The
supermarket is 1 story high and currently planned for 26,100 sq. ft. ( This is an item that needs
to be revisited since the community now indicates that there may be some benefit in having the
39,600 sq. ft . to insure adequate services to the community and Pointe Group would prefer the
39,600 sq. ft building )
3. Where will trucks load and unload and where will traffic enter and exit the supermarket?
(Trucks will load and unload coming from Grand Avenue into the entrance on Hibiscus Street
and exit on Plaza Street. There will be no traffic from the supermarket routed through Thomas
Avenue.)

4. What view will residences on Thomas have who live in the same block of the supermarket?
(From their view on Thomas Avenue residents will see townhouses on the north side of Thomas
Avenue.. townhouses will back up to the supermarket. )
S. Do you know what supermarket chain will be locating in Village West island District? (Pointe
Group is still in negotiation with several supermarkets - can not be determined at this time )
6..What are you asking Planning and Zoning to change? (: change the current zoning on Grand
Avenue from Plaza to Hibiscus [which is now zoned 0 - office] - to SD-2 with "restricted
commercial" to accommodate the supermarket and continue the SD-2 zoning all the way down
Grand Avenue [that is currently only on Grand Avenue from Douglas Road to Plaza Street and
from Margaret Street to McDonald Street) ... and also change to "SD-2 zoning with restricted
commercial" zoning on Thomas Avenue and Florida Avenue [in the development area only from
Plaza Street to Hibiscus Street] to accommodate the parking lots and mixed use that is planned
for these areas. Townhouses and single family residences will be built on Thomas Avenue and
Florida Avenue enveloping the parking lot and mixed -use development. YES, this would result in
C-1 zoning in Village West although currently there is no C-1 zoning under the SD-28. Since the
city is considering changing the NCD-3 to add C-1 zoning for large scale establishments
( groceries) in the Milams grocery location , Pointe Group would like to have this change done
simultaneously in Village West Island District rather than having to come back to the community
and request this change . (This is an item that will require further discussion and should be
brought back to the table prior to April 24. The community is concerned about impact of
changing to C-1 , and the potential for this to set a precedent that may be repeated without
adequate safeguards to prevent future such changes to the SD-28 in Village West Island District
- perhaps a creative covenant or language that is protective) In the previous community
meeting held on Wednesday, April 9 the community also expressed the following concerns
regarding the C-1 changes to be explored by the community representatives in this subsequent
meeting with Pointe Group: The community is concerned that by making this change to
the NCD-3, without adequate safeguards in the new language, additional large scale
groceries will be allowed to develop in the C-1 area and that such development would
drastically be adverse to the intent of the NCD-3 and the interest of the residential
areas abutting the C-1 zone.
c. Understanding that there is NO C-1 zoning in Village West Island District (SD -
2) the community in attendance voiced concerns that making such changes might set
a precedence for similar changes in Village West Island District and the community is
in strong opposition to any changes that would result in creating a C-1 zone in Village
West Island District in which large scale groceries would be allowed without being
subject to Special Exception processes.
7. How will you insure that Village West Island District residents are included significantly in
construction work and in being hired when the development is completed? (As one of their
priorities, Pointe Group will work with existing community organizations to support job training
and will give first opportunities to Village West Island District residents seeking employment.
Pointe Group will be looking to community to provide referrals for jobs.)
8. You said there would be about 800- 1000 jobs as result of the development; a. what are
these jobs ?( please break them down by number and category),( approx. 411 full time jobs for
60 months/700 at height of construction. Jobs will range from CEO to grocery baggers, and
include construction workers, clericals, cashiers, security and maintenance, accounting, etc. b.
How many jobs will be set aside for Village West Island District residents? c. ( see # 7) How
many people from this community will you hire in the construction phase? ( see # 7) (Pointe

Group will look to hire people and also broker hiring with tenants in the development- no
specific number mentioned.)
9. HOATA has requested a "cut through" at Hibiscus and Thomas; is this part of the
development plans? If not, why not? (no, development plans call for use of that space for
parking lot, offices and townhomes - also includes Founders Park around that location) If so ,
what do these plans include?( question raised - what stops you from penetrating further into
community R-1? Answ: this property is already bordered by St. Albans and other church
property, some of which point group will lease for parking space. )
10. What are your complete plans for development in Village West Island District? Where will
you develop next and what will you develop overall? (Two phases, 1" phase = 2 blocks Plaza to
Hibiscus for the supermarket, townhomes, parking lots and Founders Park. Second Phase = 6
blocks, three on either side of Grand Avenue Margaret to Plaza. Also one property by the school
on Grand Avenue will be developed for live -work.)
11. Will you provide a map/list of all the property you have purchased or have under contract
in the West Grove? (The development area shows 85 properties acquired or under contract , on
Grand Avenue, Plaza, Florida and Thomas. Point Group has 92% acquired or under contract.)
12. Will you request any further zoning changes to the current zoning in Village West Island
District? (Yes, will need SD-2 for entire development area with NCD-3 overlay and SD-28
overlay see # 6)
13. Will you request any zoning changes to R-1 , R2 or R-3 in Village West Island District , either
now or in the future to accomplish your development plans? (see # 6 and 1 2)
14. Exactly what are you willing to do as a partner directly to benefit the community beyond
completing the development that will generate jobs, housing and retail and providing a
Founder's Park? (These are seen as natural consequences of any development where the
developer is able to make money by purchasing valuable land in any community and the benefit
is extremely great in financial terms for the developer) (Pointe Group considers jobs and
Founders Park, work force housing and increased property values as the main contributions to
the community. However the community presented Pointe Group with a written list of
opportunities for Pointe Group to support the community priorities and projects. Pointe Group
has agreed to seriously consider the community recommendations and support where they can
feasibly do so .. the community has accepted this commitment in good faith and will re -visit
this issue after Pointe Group responds in writing ..before the next hearing date. ) Additional
question : what is the value of the project - answ. In excess of $200M..question. What is the
value to the community; answ . Not sure at present however Sharp ton /Brunston accounting
firm is now conducting an economic impact study that will be made available to community
when completed ( three - five weeks )
15. What will you do to help the community make sure that existing residents and businesses
remain in this community after the development begins to attract higher income residents and
more solvent businesses? (Pointe Group has been working with residents to allow them lower
rents, helping them to relocate to other apartments, and professionals helping find other places
to live. Hope to engage community in assisting. Point was made that the Ministerial alliance ill
be helping with relocation, credit counseling and savings program; Pointe Group will work with
them to address these concerns)
16. What are the plans for the Christ Church Episcopal properties? Are you planning to purchase
or lease their property? ( currently negotiating a lease)

1 7. What are the plans for the farmer's market and property you have purchased from the
Simpsons? ( significant discussion regarding Pointe Group's commitment to green development
: includes preservation of the oaks at farmers market location ( Oak Park) , and various points in
the development to the extent that they sacrificed 3 townhouses and 23 parking spaces to
preserve trees. Peter is a Botanical Gardner committed to green spaces, design allows for
rooftop garden, retaining trees, "Greening the Grove" as we say in Village West Island District
note these were also recommendations from the 2002-2003 community Charrettes.. This is
a green project.. Will include catch water, solar, Gold Leaf accreditation, tree preservation etc.
Farmers market area planned to be converted to more permanent market area.. 7 days
accessible._perhaps with Domino Park relocated there However, this is an item that should be
revisited.. Would require change in the market district overlay as to specific provisions originally
incorporated specifically to protect the farmers market.. Community needs to look at changes
to the overlay before final plans ar made for this area. Request also to have Domino Park -
located in cultural corridor or nearer to center of Village West.. Pointe Group will consider the
request possibly locating Domino Park at Founders Park. )
18. Would you consider locating the Domino Park in the center of Grand Avenue in the Cultural
Corridor where it will be more readily identified with Village West Island District rather than
relocating it closer to McDonalds where it loses its cultural distinction and benefit to Village
West ? (yes, see # 1 7)
19. What is the complete time frame and the steps you will be taking to get this development
done? ( will do the 2 blocks first , shovel in ground by end of year, 4-5 years build out in
phases)
20. How and /or will you let this community know each step of the process before you move
forward with formal actions such as PAB hearings, commission approval, permitting approvals,
changes in plans, etc? (By e-mail to any lists or to any groups, at public meetings ... Pointe
Group is willing to outreach as best possible. CC Advised Pointe Group that they will receive a
list of points of contact who represent and communicate with the entire community.) This
question was basically to request contact by Pointe Group before any formal actions are taken
in regard to any major activity in the development process. Pointe Group agreed to do so
through community representatives and the community review team. )
21. What retailers are you anticipating in the retail phase of the development? (Ice cream shop,
grocery, 8-10 restaurants and others you might see on "Main Street"... will reach out to retailers
in Atlanta and Los Angeles. Existing merchants will also be invited to locate in this
development. )
22. Have you submitted plans to the city ? ( yes as required for planning and zoning and
additional plans will be submitted as the development proceeds... Pointe Group agreed to make
their plans available to the community. Two concept boards were given to the Collaborative for
display and to share with the community as needed)
23. Do you have a market study? if so, will you make it available to the community? ( see # 14
no market study yet but will share when available.)
24. How will you outreach for tenants in your retail and housing projects? How /will the
community be involved in this process? ( Pointe Group is working with Karen Cooper NET , have
lease professionals helping, have lowered rent for some tenants. Pointe Group welcomes the
Ministerial Alliance to help in this process. Several questions = how many residents are
impacted , how long before they have to move [some have moved, some up to three years
before they have to move] )

25. Will you make any financial deposit to the community and if so how, how do you determine
what you should deposit and for what purpose? If you already know, how much would you
deposit and for what purpose? What would be the process to distribute any financial benefits to
the community? ( Pointe Group does not plan to make financial deposits to the community but
will help with various projects in whatever way they can be most helpful... any financial
assistance would be made on case by case basis : example St Albans where Pointe. Group made
calls that resulted in assistance to the organization. CC Made it clear that the community does
not expect financial contributions to any individual or single organization s. Also that the
community is working in several priority areas through partnerships and any support from
Pointe Group should be provided to partnerships but not to individuals or single organizations.
Community also suggested opportunity to provide financial support through a community trust
fund which would provide a revolving loan for emergency situations... see recommendations)

them ) for the development project? ( no answer .. lost in the interruptions at the end of the
discussion but commitment was made to hire construction workers)
Additional points made:
1. The development plan will go thru at tat 4 public hearings at which the community can
weigh in favor or ask for a stay until issues are resolved ; PAB hearing , Zoning hearing,
city commission 1" reading and city commission 2nd reading.
2. Community has agreed that all projects will be approached through partnerships, a list
of each will be sent to Pointe Group with the point of contact identified.
Unresolved issues to be revisited
1. Why it is necessary to change the SD-2 zoning and what is the impact to Village West?
Pointe Group stated that it was necessary because under the current zoning Grand
Avenue is zoned 0 from Plaza to Margaret Street which does not allow retail and which
does not allow grocery. Jihad wants to defer this item for further research and

discussion and determine the extent to which a change is required, for specific areas
and to understand the impact of changing ( particularly) to restricted commercial.
2. Need information on the "zoning pipeline' ( interpretation : what are all the future and
anticipated zoning plan changes for Village West Island District? )
3. Under the proposed changes what specific changes will be needed for the Market
District Overlay and are these changes desirable or not/ especially in regard to the
operation of other market / straw market ) uses that are permanent or that operate in
excess of the restrictions put in place in the original Market District Overlay.
4. Is it in the best interest of the community and the developer to have the supermarket
restricted to 21,000 sq.ft or extend back to 39,600 sq. ft.?
5. What community priorities will Pointe Group support in significant ways and how?
6. Will Domino Park be located in the heart of Village West Island District? (Will the city
retain ownership?)
7. What is the impact of changing Residential zones to restricted commercial? Is there a
way to limit this to the specific development project?
8. Continued discussion regarding the impact (for Village West island District) of the
proposed zoning change for large scale establishments [groceries] in C- 1 under NCD-3
being proposed to PAB on April 24. Discussion of this in relationship to proposed zoning
changes requested by Pointe Group.

Commissioner Sarnoff:
I support the redevelopment of Grand Avenue. I hope that in this challenging time, the
City and the City leaders will show their leadership approving this project which will
provide much needed jobs, rentals, and more importantly additional revenue for the City
of Miami.
I am sorry that I will not be able to attend the meeting this afternoon because I will be
traveling from 2:00 p.m.
