It is my opinion that this area and the entire community should embrace and welcome this carefully planned mixed -use development. The project is scaled for the community and the underground parking is a progressive and appealing solution to one of Miami's largest problems. As a local, I look forward to the positive impact this development will have on the Grove and surrounding areas, both economically and on quality -of -life. The project's new office space, retail and commercial uses, planned eateries and parking will clearly enhance the viability and vibrancy of the area. The prospect of a new full -service grocery is wonderful for Grove residents who may now be able to do all their shopping in their own neighborhood. Finally, the addition of businesses creates much needed and always desirable employment opportunities for our residents. Perhaps most importantly, Pointe Groupe's principal, Peter Gardner, is a local long-time resident with well known community oriented values. Additionally, as someone who will reside blocks away from this development, he has a personal stake in the quality of the outcome. I believe this is an opportunity to have this area developed properly instead of by someone from out of town with only a financial stake, which otherwise will eventually happen. Stated more directly, Peter is a good guy with the capital to do this right and whose interest is aligned with ours. For the first time, here comes a project that will revitalize a part of Coconut Grove which has long been neglected. It is a comprehensive project that includes many features which complement this primarily residential area ---commercial, practical and aesthetic. The reason for our support of this project is that it will not only revitalize the commercial sector with increased and well -designed office space, but will also encourage more restaurants (hopefully some ethnic ones too) and increase underground parking. The icing on the cake is that the design is environmentally friendly. The grand Oaks near Grand Avenue will remain, and there will be more open spaces which offer a modicum of tranquility and sophistication —unlike the concrete jungle of downtown Miami! Above all, the majority of residents in the West Grove approve of this project because they will also be the beneficiaries of this coi.upreliens lvc plan. The current status quo in the West Grove needs to be improved, so please do not let this wonderful opportunity slip through our fingers. Peter Gardner and his family live in Coconut Grove, their church is in Coconut Grove, and their children go to school in Coconut Grove. He is the classic opposite of the many fly-by-night itinerant developers whose piecemeal projects have caused more problems than they arc worth. Peter Gardner is honorable, true to his word, and a respected member of our community. In each meeting they have addressed extensive questions from residents, businesses, community based organizations and community representatives. This report summarizes these meetings and includes the responses to the many questions posed to Pointe Group Advisors. A total of 217 persons were in attendance at 10 public meetings. At each meeting the audience was polled to get a sense of their readiness or reluctance to support the development and to specifically identify the reasons for any such reluctance. In addition Pointe Group Advisors met with several homeowners at their homes in the neighborhood resulting in clarity of issues and support for the development. Where individuals expressed specific concerns, Pointe Group Advisors addressed each concern, in many instances repeating their responses and their willingness to cooperate and resolve stated concerns to the best of their ability. Community representatives at that point indicated that they would consider the plan and set a follow-up meeting to respond to the proposed development. This meeting included extensive Q and A from the audience. The audience was polled on their response to the plan. The response was overwhelmingly in support of the development by a show of hands. Two persons responded unfavorably by a show of hands. *January 28, 2008, Frankie Rolle Center: HOATA (This writer does not have the sign -in sheets for this meeting.) The report from HOATA was that the attendees did not provide a support statement for the development due to un-readiness and the need for clarification of several concerns and questions. HOATA may have held additional meetings however this writer is not aware of the exact dates that Pointe Group made presentations to HOATA nor the disposition of, or number of, persons in attendance. Participants extended an invitation for Pointe Groups Advisors to become partners with the community with reference to specific priorities established by the community. Pointe Group Advisors responded affirmatively and accepted the invitation to partner with the community and to be supportive of the efforts and priorities of the community. The audience responded strongly in favor of the development with several questions asked and answered and no unfavorable comments. April 9, 2008, St. James Baptist Church: Community at large (sign -in sheet attached) 35 in attendance Individuals and organizational representatives from the community met to discuss the implications of the proposed development especially as it relates to the SD-28 zoning and issues regarding proposed zoning changes to NCD-3. Several questions and concerns were raised. The consensus of the participants was that they supported the development proposed in Village West but they did not want to see residential zoning changed and they wanted more time to resolve this issue with Pointe Group Advisors prior to any hearing at PAB or city commission. Participants approved the establishment of a Review Team to glean facts and present them to the community in regards to zoning, planning and development issues. Participants also indicated that they wanted community representatives to meet with Pointe Group Advisors to ask their specific questions and get answers so they would be in a better informed position to decide if they could support the development. Participants requested a follow-up meting to hear the answers to their questions. April 14, 2008, St. James Baptist Church: Community Representatives (sign -in sheet attached) 13 in attendance. Thompson City Clerk 4 Community representatives met with Pointe Group Advisors to review the 30 questions that were presented by the community. (Attached list of those questions and answers) at the end of the meeting two concerns were yet unresolved. The group agreed to continue to work together to try to come up with acceptable strategies to resolve the two issues. The community representatives agreed to support the Pointe Group Advisors at the upcoming PAB meeting (April 16) based on the responses to the 30 questions and the agreement to continue to work to resolve the remaining concern. The community group agreed that it would go on record in support of the proposed development with the caveat that unresolved concerns would be resolved before going to a second PAB hearing and before going to city commission for approval. The community presented a list of opportunities to partner with the community based on various projects that were being undertaken by community groups and based on the priority needs in the community. Pointe Group Advisors agreed to review these priorities and respond on how they would partner to assist the community in accomplishing its goals. (as of this writing that response has not been made in a formal sense although Pointe Group advisors have indicated that they will work with the community in addressing employment, housing, the needs of St. Albans Child Center and promoting/preserving the culture and character of the community through preservation of the Domino Park and development of the Founders Park - examples). April 17, 2008, UEC Conference room, Positive Partners afternoon monthly meeting (sign -in sheet attached) 17 in attendance. Pointe Group Advisors participated in the Positive Partner meeting and summarized the development. The partners expressed concerns and asked questions about how people were being relocated and if they were being displaced. Pointe Group Advisors answered questions and again indicated their desire to partner with the community. Positive Partners expressed their support for the development with specific comments that they felt it will bring .much needed improvements to the community, jobs and economic opportunities. April 21, 2008, UEC Conference room, Review Team, (sign in sheet attached) 6 in attendance The Review team met to consider the proposed development and to discuss questions that were yet unresolved regarding the development. Several questions were raised due to the decision of the PAB on April 16. Specifically the review team decided to meet with Pointe Group Advisors to get clarity of how they plan to resolve the community concerns about changing the zoning to allow commercial (parking lots) in previously residential zoned area on Thomas Avenue and Florida Avenue. Additionally the Review Team wanted to find out what strategies could be pursued that allow the development to go forward with the underground parking without changing the SD-28 and without allowing commercial zoning in residential areas. The Review Team also agreed to pose outstanding questions from the community to Pointe Group Advisors for the purpose of providing accurate feedback to the community as they consider their support for this project. May 1, 2008, Virrick Park gymnasium, Community at large, (sign in sheet attached) 24 in attendance This meeting was primarily attended by HOATA representatives and members of the Coconut Grove Collaborative. Additionally residents attended who were not in attendance at the previous meetings. The intent of the meeting was to provide feedback to the community follow-up on the April 9 and April 14 meetings and to introduce the Review Team and its findings. Specific questions were asked by four residents in regard to the parking lots in residential areas and commercial traffic in commercial areas. These four residents expressed their opposition to the development and stated that they were against it regardless of what the developers did. The reasons given were that (two Florida Avenue residents) did not believe the Submitted into the public record in connection with item PZ.17 & PZ.18 on 06-26-08 Priscilla A. Thompson City Clerk 6 developers were not going to put a parking garage under their homes on Florida Avenue despite the fact that Pointe Group Advisors repeatedly stated that the parking Tots would not be under any of their homes. These residents felt that the underground parking lots would cave in.. One Thomas Avenue resident stated that he would not support the development under any circumstances because he did not believe the developers and he has seen developers say one thing but do another. He stated that he did not want any changes made at all. Another resident stated that he did not want to see the development go forward because he did not fully understand what was being proposed. (this was his first time attending any of the presentations) HOATA's President indicated that HOATA has not yet determined its position either in favor or against the development. This meeting was highly disruptive hence there was no opportunity to seek a consensus either in favor or against the development. The general tone of the five persons who were vocal, however, was in opposition to the development. May 12, 2008, UEC Conference room, Review Team (sign -in sheet attached) 8 in attendance, Pointe Group Advisors met with the Review Team to respond to questions gleaned from the community and to review the proposed development in specific areas addressed by those questions. (Questions and answers attached) at the conclusion of the meeting the review team agreed hat most questions had been satisfactorily answered and each indicated that based on the fact they were very supportive of the development. The Review Team indicated that it was supportive of having a covenant on the SD-28 that protected the residential zoning and assured the community that there would be no future commercial encumbrance into residential areas. The Review Team each stated that they are opposed having the SD-28 modified. The Thomas Avenue resident on the review team agreed to host a block meeting with Pointe Group Advisors for residents on Thomas Avenue so they could get clarity on what is proposed in the development and how it will affect them. One member suggested that Village Council should receive a report from the Review Team. The Review Team indicated that it needs to have the proposed language for the covenant (if there is to be one) prior to the PAB meeting so that it could perform a proper review and provide information to the community so they would be better informed when they respond at the PAB hearing on May 21. Members of the Review Team individually expressed support of the development and indicated that the development would bring positive changes and improvements to the community that has been Tong -awaited and needed. May 15, 2008, Helen Bentley Health Center: Positive Partners mid -day monthly meeting, (sign -in sheet attached) 11 in attendance Pointe Group Advisors presented the plan details, shared some of the unique features of the development and answered specific questions from Positive Partners in attendance. One Positive Partner declined from stating support at this time indicating that residents on Carter Street were not ready to support the project because they still had questions about the proposed development. This Positive Partner agreed to host a meeting between the residents and Pointe Group to address questions and concerns. With the exception of one Positive Partner, the Positive Partner membership voted unanimously in support of the proposed development by a vote taken and a later poll of Positive Partner members absent from the mid day meeting . Listed also are concerns that remain unresolved which require additional inquiry, discussion or Intel prior to being brought back to the table for resolution. The meeting was extremely productive for the community and the developers. Recommended community position on Pointe Group's request for PAB, April 16 in re: Petition for; File ID 08-001661u consideration of an ordinance of the Miami City commission, with attachment(s) , amending Ordinance No. 10544, as amended, the future land use map of the Miami Comprehensive Neighborhood Plan. Pursuant to small scale amendment procedures, subject to §163.3187, Florida statues , by changing the land use designation of 3.64 acres of real properties located at approximately 3410-20, 3428 Hibiscus Street, 3501, 3520, 3522, 3530, 3535, 3547, 3560, 3567 Grand Avenue, 3511, 3521, 3547, 3551, 3559, 3560, 3575, 3587, Thomas Avenue and 3500, 3506, 3508, 3540, 3548, 3576, 3582, Florida Avenue , Miami , Florida, from " single family 1 Submitted into the public record in connection with item PZ.17 & PZ.18 on 06-26-08 Priscilla A. The community representatives expressed general support for the Pointe Group development and acknowledged that it is a development that appears to be at least attempting to conform to the intent and goals of the SD-28 Overlay for the Village West Island District. After discussion and review of all questions posed by the community at large, community representatives identified several items that remain unresolved and require additional discussion. However, in the interest of a progressive and mutually beneficial partnership between Pointe Group and the Village West Island District community and a commitment to working together to resolve these items, the community representatives agreed unanimously to recommend an affirmative vote in favor ofPointeGroup's petition for the zoning change (stated above) at the upcoming PAB hearing on April 16 - with the conditions that, 1. There will be on -going discussions between Pointe Group and the community {through its review team and/or general public meetings) to resolve outstanding issues listed below, and 2. That Pointe Group has committed to a. support and to seriously review recommendations for partnership activities that were submitted to Pointe Group and discussed in the meeting of April 14 (attached) and b. to further determine which priorities Pointe Group can support and c. explore "how to" provide support for these community priorities, and d. provide a written response to the community committing to support community priorities. 3. Since the city is considering changing the NCD-3 to add C-1 zoning for large scale establishments ( groceries) in the Milams grocery location , Pointe Group would like to have this change done simultaneously in Village West Island District rather than having to come back to the community and request this change . (This is an item that will require further discussion and should be brought back to the table prior to April 24. The community is concerned about impact of changing to C-1 , and the potential for this to set a precedent that may be repeated without adequate safeguards to prevent future such changes to the SD-28 in Village West Island District - perhaps a creative covenant or language that is protective) In the previous community meeting held on Wednesday, April 9 the community also expressed the following concerns regarding the C-1 changes to be explored by the community representatives in this subsequent meeting with Pointe Group: The community is concerned that by making this change to the NCD-3, without adequate safeguards in the new language, additional large scale groceries will be allowed to develop in the C-1 area and that such development would drastically be adverse to the intent of the NCD-3 and the interest of the residential areas abutting the C-1 zone. c. Understanding that there is NO C-1 zoning in Village West Island District (SD - 2) the community in attendance voiced concerns that making such changes might set a precedence for similar changes in Village West Island District and the community is in strong opposition to any changes that would result in creating a C-1 zone in Village West Island District in which large scale groceries would be allowed without being subject to Special Exception processes. 7. How will you insure that Village West Island District residents are included significantly in construction work and in being hired when the development is completed? (As one of their priorities, Pointe Group will work with existing community organizations to support job training and will give first opportunities to Village West Island District residents seeking employment.
