While Principal of Meridian Consulting, Mr. Alvarez was also engaged in an adjunct capacity with the
City of Miami Beach, initially to conduct an exhaustive community involvement program, and develop
the program of the the street-scape component of the City's $92-million general obligation bond
(GOB). All three questions (fire safety, parks improvements, neighborhood street-scape improvements)
of the GOB were voted for and approved in November 1999.
After the GOB was approved, Mr. Alvarez continued to provide services to the City to implement the
improvements by on -going coordination with the City's $480-million Capital Improvement Program.
He has developed cost models for project phases, cost components, and schedules with the City's
program management consultants for street-scape work coordinated with drainage improvements,
water infrastructure rehabilitation, waste water line rehabilitation, shoreline rehabilitation, parks and
other capital improvements.

As senior planner at The Corradino Group (TCG), Mr. Alvarez led the community planning, land use,
and transportation planning projects for TCG. He was responsible as project manager for the
technical coordination, data collection and analysis, community input, final recommendations, and

REGIONAL PLANNER, SOUTH FLORIDA REGIONAL PLANNING COUNCIL

As Regional Planner for the South Florida Regional Planning Council, Mr. Alvarez was responsible for
a variety of regional and transportation planning assignments, including updating the transportation
element of the Strategic Regional Policy Plan (SRPP), evaluating local comprehensive plan
amendments, staffing the Technical Advisory Committee of the Fort Lauderdale Airport Expansion,
performing a regional Hurricane Evacuation Study, and assessing airport and seaport growth in the
Dade, Broward, and Palm Beach Counties for a regional economic analysis. In addition, Mr. Alvarez
was project manager for the inception of the US Department of Energy, and Florida Department of
Community Affairs Clean Cities Program in the South Florida Region.
TRANSPORTATION ENGINEER INTERN, BURGESS NIPLE, LTD.
COLUMBUS, OHIO 1992
As Transportation Engineer Intern, Mr. Alvarez performed data collection and technical analysis for
the Ohio State University and Medical Center People Mover Feasibility Study. He developed a
ridership model, and performed forecasts for various alignments, station locations, and operational
alternatives, for a proposed 2.05-mile automated -guideway light rail on a 1,700-acre campus of with
80,000 students and employees.

SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC)
COLUMBUS, OHIO 1988-1992
At the Environmental Systems Engineering Division of Science Applications International Corporation
(SAIC), Mr. Alvarez performed technical analysis, on -site field work, and community relations activities
for environmental remediation projects at Department of Energy (DOE) and Department of Defense
(DOD) sites at: Fernald, Ohio; Portsmouth, Ohio; Wright Patterson Air Force Base in Dayton, Ohio;
and the Y-12 Nuclear Feed Material Plant in Oak Ridge, Tennessee. Mr. Alvarez also developed and
administered a Computer Services, Technical Graphics and Drafting Services Center for the
Environmental Systems Engineering Division, and the Risk Management and Engineering Division of
SAIC Columbus offices.
