Subject: Revocable License Agreement with the Village of Key Biscayne for their use of a City -
owned land on Virginia Key for the temporary storage of pipes and soil related to a public works
project.
Purpose of Item:
A Resolution of the City of Miami Commission, with attachments, authorizing the City Manager to
execute a Revocable License Agreement, in substantially the attached form, with the Village of Key
Biscayne, a municipal corporation of the State of Florida (the "Licensee"), for the use of
approximately 3 acres of City -owned land on Virginia Key (the "Area"), for the purpose of storing
non -hazardous soil and pipes related to its public works water and sewer project. Said revocable
license to be at a monthly fee of $3,000 for a period of 18 months from the Effective Date and with
terms and conditions more particularly set forth in the Agreement.

Subject: Revocable License Agreement with the Village of Key Biscayne for their use of a City -
owned land on Virginia Key for the temporary storage of pipes and soil related to a public works
project.
Background Information:
The City of Miami has negotiated a Revocable License Agreement (RLA) with the Village of Key
Biscayne, Florida, for the use of approximately 3 acres of City -owned property located along Arthur
Lamb Road, in Virginia Key, Florida.
The Agreement authorizes the Village to use a rectangular tract of land approximately 600 ft. x 200 ft
set back approximately 120 ft. from Arthur Lamb Road. The purpose of the Village's use is for
construction staging to temporarily store new water and sewer pipes and sandy soil excavated as part of
their public works project. The area to be used will predominantly be on area that currently has exotic
plants that are not protected and which will be cleared by the Village.
The RLA will require that the Village meet certain conditions as part of their use including: (a) erecting
a 6' high fence with green mesh inserts to hide the staging area from the passersby on the road; (b)
hosing down trucks before leaving the use area; and, (c) laying gravel down for an access path to the use
area to prevent mudding up Arthur Lamb Road. Upon completion of the project, the Village will be
required to restore the area to its original condition or better.
