WHEREAS, t' ie Administration identifi _ -1 a need to implement a Job Order Contracting ("JOC")
system to achieve the timely and cost effective procurement of maintenance and construction services
for capital projects; and
WHEREAS, all JOC contracts provide a firr fixed price and a multiplier for an indefinite quantity of
individual construction projects upon '.hIc: assignments are made to selected contractors based on
quantities derived from completed construction drawings; and
WHEREAS, the Administration issued Bid No. 04-05-048 on K ch 10, 2005, soliciting JOC
contracts for vertical (building) and horizontal (right-of-way) construction, and twenty-two (22) bids
were received on April 13, 2005; and
WHEREAS, on May 12, 2005, pursuant 1 .esolution No. 05-0290, the City of Miami Commission
authorized implementation of a JOC progr,_ and awarded contracts to the eighteen (18) lowest
responsive and responsible bidders; and
WHEREAS, the JOC, program agreement(s) ("Agreements") have an initial term of twenty-four (24)
months with an option to renew for three (` additional one (1) year periods and a maximum value of
$.5 5,000,000 subject to Commission ar -rove' and available funding; an
WHEREAS, the Agreements were executed between June and October of 2005, and were
scheduled to expire accordingly in 2007; and
WHEREAS, pursuant to Resolution No. 07-0406, the first year renewal option was exercised for
twelve (12) of the eighteen (18) contractors based on their affirmative job performance on City projects
extending the initial contract period to 2008; and
WHEREAS, due to the ongoing need for the timely and cost effective delivery of maintenance and
)nstrl ction services for capital projects the City Manager and the Capital Improvements Program
("CIP") recommend, based on their continuing affirmative job performance for the City to date, that

eleven (11) of the eighteen (18) Agreements be extended, and the City Manager be authorized to
utilize the second option to reinstate, continue, extend, and renew for another one year period; and
WHEREAS, of the twelve firms renewed in the first option, CIP has decided not to continue with
the services of Hewett -Kier Construction, Inc. in the ?.cond renewal option; and
WHEREAS, this resolution authorizes the City Manager to ;sue renewal letters for the second
on -year option to renew to eau~ of the firms as detailed • Attachment A; and

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISS. N OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recite,._, and findings contained in the Preamb to this Resolution are adopted by
reference and incorporated as if fully set pith in this Section.
Section 2. The City Manager is authorized {1} to issue' renewal letters to eleven (11) job order
ontractors on Attachment A hereto -nd incorporated hereby, for the e rcise the City's second option
rerew, continue, reinstate, and to extend their existing Job Order Contracts with the City to
continued to provide ma. itenance and construction services Citywide on an as -needed basis for
capital projects, with funds allocated from various capital project accounts and departmental budgets,
..b,ect to budgetary approval at the time of need.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
