A RESOLUTION OF THE MIAMI CITY COMMISSION WAIVING THE
REQUIREMENTS OF THE SMALL PURCHASES PROCEDURES PURSUANT TO
SECTION 18-88 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED; APPROVING THE PROCUREMENT OF FIVE (5) TRAILERS PLUS
RENTAL SERVICES UNTIL DATE OF PURCHASE, FOR THE DEPARTMENT OF
CAPITAL IMPROVEMENTS, FOR THE STORAGE OF ORANGE BOWL
MEMORABILIA ITEMS, FROM THE TRAILER RENTAL GROUP, INC., IN AN
AMOUNT NOT TO EXCEED $12,000; ALLOCATING FUNDS FROM THE ORANGE
BOWL DEMOLITION PROJECT, B-30153F; AUTHORIZING THE CITY MANAGER
AND OR HIS DESIGNEE TO ACCEPT A BILL OF SALE WITH THE CONDITIONS
AS STATED HEREIN.
WHEREAS, the Department of Capital Improvements ("CIP") has been renting trailers from the
Trailer Rental Group, Inc., through the Agreement with Decommissioning and Environmental
Management Company, Inc., for the Orange Bowi Stadium Demolition Project, B-30153F, in order to
transport Orange Bowl Memorabilia ("Memorabilia") to an undetermined storage facility; and
WHEREAS, the Memorabilia, which includes the main Orange Bowi sign, the three large murals,
and other items, will need to be available for approximately three (3) to five (5) years, for use in various
upcoming projects or placement in parks; and
WHEREAS, CIP performed a cost analysis comparing projected trailer rental costs, projected
storage facility costs, versus purchase of trailers; and the analysis supports that it is most practicable
and advantageous to purchase the five (5) trailers, currently loaded with the Memorabilia, from the
Trailer Group, Inc.; and
WHEREAS, it will also be necessary to purchase rental services from the Trailer Group, Inc., until
the purchase of the trailers is finalized; and
WHEREAS, funds for said purchase are available from the Orange Bowl Demolition Project, B-
30153F; and
WHEREAS, the City Manager and the CIP Director jointly recommend that the requirements for
the Small Purchases procedures, pursuant to Section 18-88 of the Code of the City of Miami, Florida,
as amended ("City Code"), be waived in this instance for the procurement of the above trailers as
specified;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The requirements of the Small Purchases procedures pursuant to Section 18-88 of the
City Code are waived, and the procurement of five (5) trailers plus rental services until date of
purchase, for CIP, for the storage of the Memorabilia, from the Trailer Rental Group, Inc., in an
amount not to exceed $12,000, is approved, with funds allocated from the Orange Bowl Demolition
Project, B-30153F.
Section 3. The City Manager and or his designee are authorized{1} to accept a bill of sale absolute,
conveying free and clear title to the City of the five (5) trailers, with said document(s), in a form
acceptable to the City Attorney.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
