Highlights: Calendar Year 2007
• Since the establishment of GILEE in 1992 and ILEE in 1999, they have carried out 106
programs for 491 law enforcement executives from Austria, Canada, China, Florida, Georgia,
Hungary, Indiana, Israel, Japan, Michigan, Minnesota, Mississippi, Nevada, New Jersey, New
York, North Dakota, Ohio, South Carolina, Tennessee, Texas, United Kingdom, Utah,
Virginia, Washington, DC, and West Virginia. GILEE and ILEE also provided 22 special
briefings, seminars, workshops and conferences on issues related to homeland security and
public safety for law enforcement officials from Alabama, Arizona, Arkansas, California,
Florida, Georgia, Holland, Indiana, Kansas, Kentucky, Louisiana, Mississippi, New Jersey,
North Carolina, Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, and Utah.
• The Distinguished Chair of Public Safety Partnerships was endowed at Georgia State
University in February, 2007, with $1,000,000 from numerous supporters. The purpose of the
PSP's is to support the long-term viability of GILEE and ILEE. Dr. Susan Kelley, Dean of the
College of Health and Human Sciences at Georgia State University announced the
establishment of the PSP at a reception hosted by Cox Enterprises.
• Nadia Borissova was hired in July, 2007, as a full time GILEE/ILEE Coordinator. She
interned at the International Atomic Energy Agency in Vienna, United Nations, Austria. She
has a B.A. in International Studies (University of South Carolina - Columbia, 2003) and an
M.S. in Criminal Justice (Georgia State University, 2007).
• In 2007 GILEE and ILEE carried out 11 programs that included:
* Sixteen chiefs, sheriffs, and agency heads from Georgia, Florida, Tennessee, and Texas,
who comprised the 15th delegation to Israel.
* Eight chiefs from the Israel Police comprised the 13t6 delegation to Georgia. The Coca-
Cola Company and Home Depot jointly hosted the graduation luncheon.
* GILEE gave a two-day special briefing: "Fighting Terrorism in the 21 st Century," to the
Florida Department of Law Enforcement (Tallahassee - May); 250 police and
homeland security command staff from Florida attended.
* GILEE and the Consulate General of Israel in Atlanta co -convened a one -day special
briefing by the Institute for Counter Terrorism: "Combating Terrorism: Current and
Future Trends and Domestic Implications" in Atlanta. Hosted by Georgia Power (May),
100 police and homeland security personnel attended.
* GILEE gave a two-day special briefing, "Global Terrorism in the 21st Century:
Implications for Homeland Security," to the Tennessee Office of Homeland Security,
the Tennessee Department of Safety, and the Tennessee Bureau of Investigation
(Nashville - September); 100 police and homeland security command staff from
Tennessee attended.
• The first delegation of seven Georgia law enforcement and National Guard agency heads
visited London for 2012 Olympic security issues.
• The first delegation of four London Metropolitan Police representatives visited Georgia an
focused on hate crime and civil liberties issues.
• Since their establishment, GILEE and ILEE have raised more than $2.6 million from
numerous corporate, law enforcement, and individual supporters.
• The Governor's Criminal Justice Coordinating Council allocated Bureau of Justice Assistance
(U.S. Department of Justice) Byrne Memorial Grants to participating agencies which, in
turn, reduced GILEE's costs. Agencies receiving this grant and supporting GILEE were:
Conyers Police Department, Covington Police Department, Decatur County Sheriff's Office,
Forsyth Police Department, Georgia Bureau of Investigation, Georgia Department of Public
Safety, Georgia Public Safety Training Center, Grady County Sheriff's Office, Hall County
Sheriff's Office, Lincoln County Sheriffs Office, Muscogee County Sheriffs Office, Sandy
Springs -Police Department, and the State Board of Pardons and Paroles.
Under the U.S. Department of the Treasury and the U.S. Department of Justice, GILEE
received Equitable Sharing Funds from law enforcement agencies. Agencies contributing
funds were: Atlanta Police Department, Cobb County Sheriff's Office, Covington Police
Department, DeKalb County Police Department, DeKalb County Sheriff's Office,
Douglasville Police Department, Fulton County Police Department, Georgia Department of
Public Safety, Georgia State Board of Pardons and Paroles, LaGrange Police Department,
Lavonia Police Department, Marietta Police Department, Miami Police Department, Rockdale
County Sheriffs Office, Rome/Floyd County Metro Task Force, Sandy Spring Police
Department, and the Tennessee Bureau of Investigation.
• GILEE & ILEE Director, Dr. Robert Friedmann, delivered numerous training sessions and
lectures on terrorism andhomeland security to law enforcement, corporate security, and
community groups in England, in Holland, in Israel, and in the U.S.
