Subject: Group Health Benefits for Part -Time and Temporary. Personnel, RFP 50031
Purpose of Item:
A resolution accepting the recommendation of the City Manager approving the findings of the
Evaluation Committee, pursuant to Request for Proposal (RFP) 50031, authorizing the City Manager
to negotiate and execute agreement(s), in substantially the attached form, with Cigna, for the
provision of Group Health Benefits for Part -Time and Temporary Personnel, for an initial period of
eighteen (18) months with an option to renew for three (3) additional one (1) year periods. Allocating
funds from the Risk Management Department, Account Code No. 05002.302001.545000.
Background Information:
The City has a need for a qualified and experienced health care provider to provide an affordable
Group Health Benefits Program for the City's part-time and temporary employees. On December 10,
2007, the City of Miami issued Request for Proposal (RFP) No. 50031 for Group Health Benefits for
Part -Time and Temporary Personnel. On January 14, 2008, three (3) proposals were received and
deemed responsive and responsible by the Purchasing Department. An Evaluation Committee
appointed by the City Manager reviewed and evaluated the Proposals and determined that Cigna is the
top ranked firm. The Evaluation Committee recommends that the City negotiate and execute an
agreement with Cigna, to provide Group Health Benefits for Part -Time and Temporary Personnel.
The estimated total contract amount is $720,000.00.
