We are pleased to offer the enclosed package of benefits from CIGNA Voluntary for the part time and
temporary employees of the City of Miami. Offering benefits that are tailored to meet the unique
needs of their employees has been shown to improve recruitment, retention, employee satisfaction, and
reduce absenteeism. Improving an employee's health can improve productivity. All of these things
positively impact an employer's bottom line, revenue and profitability.
We propose to offer the City of Miami two options of plan designs:
Starbridge Choices Option 1- the City of Miami's current tri-level plan design with fixed benefit
components utilizing.the Beech Street network.
Starbridge Choices Option 2 - our newest plan offering with enhanced fixed benefit components on
Wellness Care, Prescription Care, Inpatient Care and Accident Benefit utilizing the CIGNA national
PPO network.
The City of Miami is taking a critical step by continuing to offer benefit plans to its part time and
temporary employees. We believe maximizing participation is critical to a successful voluntary benefit
offering and CIGNA has differentiated itself from the competition by offering industry leading
programs to help the City of Miami achieve maximum participation. We are very pleased that the
City's Starbridge plan participation has grown by 67% from the end of 2007 to the beginning of 2008.
For employees, these plans provide access to medical care that might not otherwise exist. Access to
quality physicians for emergency care or preventive care will help them stay healthy and at work.
Employees have the value of holding a medical ID card that gives them provider recognition and
guaranteed minimum coverage.

With our program, we provide the materials and the support so the City of Miami can spend more time
concentrating on running the business and less time on recruiting, interviewing, hiring and training
new employees.
Our enrollment focus puts our extensive employee communications and participation growth
experience to work for the City of Miami. Within the attached proposal we have outlined a suggested
year -long enrollment strategy which capitalizes on our expertise in this area.
