FTP Instructions;

You wilt need FTP client software that supports SSL. SSL encrypts the data making the use of PGP
encryption unnecessaryAFTP with SSL uses ports 20, 21, 989, 990. If you are behind a firewall your Network
Administrator may need to allow you to use these ports. Our site supports FTP with SSL explicit encryption
which will use port 20 and 21 only, but will not work if you are using NAT. Our site also supports FTP with
SSL implicit encryption which will use ports 989 and 990 only and will work if you are using NAT. Upon
completion of your FTP software setup, you would access our FTP site with a UserlO and Password provided
by CIGNA.

In some cases technical problems prevent the use of SSL. Your account can be set to not use SSL if
technical issues prevent SSL from working or if you are going to be using a UNIX system. It would then be
necessary to exchange PGP keys to encrypt the data prior to the data being placed in your FTP directory.
You would then be able to use any FTP client software to send and receive data, including Internet Explorer.
We can provide a Zink to obtain a 30 day Trial version of Cute FTP Pro, which supports SSL.
EMAIL Instructions;
Eligiblity files can be emailed to data@cignavoluntary.com. Files must be win zipped and
password protected or PGP encryption. PGP encryption is preferred if a file will be sent via e-mail.

CIGNA Voluntary Eligibility File Requirements

CIGNA Voluntary is committed to improving the health of your employees and your
business. We will partner with you to develop and execute on participation growth
strategies, as well as to confirm membership additions and payroll deductions.
To increase participation and confirm membership and payroll deductions, we must
know who your eligible employees are prior to open enrollment as well as throughout the
year, so that we can outreach, educate, and enroll!
We also will invest in existing members, by communicating important health and
lifestyle improvement topics
The following grid illustrates the weekly files required by CIGNA Voluntary based on the
client's chosen enrollment method. Detailed explanations for files and enrollment
methods are listed on page 2.

Implementation Process
A conference call between broker, Client, and payroll vendor (when applicable) will be
established with CIGNA IT analysts to review data transfer process, automation, and to
review file format.
CARE
• Client Administration Reduction Engine (CARE) is the premium
management engine, known as the Ledger Engine which tracks the required and
deducted premium amounts at the employee level. This enhanced system will
allow CIGNA to provide more detailed information to the client and their
employees concerning premium deductions. Additionally, it includes features to
expedite the enrollment process and streamline the transfer of data.
• Deduction Request File Sent from CIGNA to the client. CIGNA calculates the
correct deduction amount for the member and sends a deduction request to the
client. The deduction request data is sent to the client using client -specified
format to facilitate easy integration with the client's payroll system.
• Deduction Action File Sent from Client to CIGNA. Includes the member's
actual deduction amount to CIGNA. Deduction data will be sent to CIGNA using
a client -specified format to facilitate easy integration between the client's payroll
system and CIGNA's deduction processing engine.
Enrollment Method describes how the employees will enroll for CIGNA Voluntary
membership.
Web
• Encompasses all online websites where only the Group Administer makes ads,
changes, terms to enrollees.
IVR/Web
• Used by Clients that allow member self enrollment either through the IVR system
or one of the online websites.
Manual
• Describes Clients that will collect the enrollment information at the site level and
provide CIGNA Voluntary with an electronic file in an agreed upon format.
Files describes the file transmission requirements between CIGNA and the Client
Full eligibility file
• Sent from the client to CIGNA, listing all current employees who are eligible for
the limited -medical benefit plan. (File layout included.)
Initiation file
• Sent from CIGNA to the client, listing members from whom the client should
begin collecting payroll deductions.
Confirmation file
• Sent from the client to CIGNA, confirming members from whom the client is
collecting payroll deductions.
