Subject: Execution of a Joint Participation Agreement with the Florida Department of Transportation
(FDOT) for the NW 12 Avenue Streetscape Project in the Miami Health District..
Purpose of Item:
To authorize the City Manager to execute a Joint Participation Agreement with the Florida
Department of Transportation (FDOT) which provides for a financial contribution of $100,000 from
the FDOT, and requiring a match from the City of Miami, for the implementation of a streetscape
project along NW 12th Avenue from NW 14th Street to NW 20th Street in the Miami Health District
(formerly Civic Center).
Background Information:
NW 12 Avenue, a State Road under the jurisdiction of the Florida Department of Transportation, is a
significant gateway corridor serving the Miami Health District. A Basis of Design Report recently
completed for the City and the Miami Partnership prioritized the NW 12th Avenue corridor for
streetscape improvements including landscaping, decorative pedestrian crosswalks, pavers at key
intersections, directional signage, street furniture, lighting, and other pedestrian amenities. The
proposed streetscape project is an integral part of an on -going comprehensive and collaborative
program between the City of Miami and the Miami Partnership to revitalize this economically -vital
area of the City and enhance its image as a world -class medical, research, and institutional complex.

The recommended streetscape improvements along NW 12 Avenue are currently in a conceptual
stage; thus, detailed construction and maintenance cost estimates have not been developed. Once
the project advances to the design development phase, a preliminary construction cost estimate
and estimated maintenance costs will be developed. Further, it is the City's intent to enter into a
Maintenance Memorandum of Agreement (MMOA) with the Miami Partnership with regards to
the perpetual maintenance of the streetscape improvements on NW 12 Avenue. These MOAs
will require Commission approval at a future date.
