A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A JOINT PARTICIPATION
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE
CITY OF MIAMI ("CITY") AND THE FLORIDA DEPARTMENT OF
TRANSPORTATION ("FDOT"), FOR THE IMPLEMENTATION OF A
STREETSCAPE PROJECT ALONG NORTHWEST 12 AVENUE, (A PRINCIPAL
ARTERIAL AND GATEWAY CORRIDOR, FOR THE MIAMI HEALTH
DISTRICT/CIVIC CENTER), FROM NORTHWEST 14 STREET TO NORTHWEST
20 STREET, MIAMI, FLORIDA, WHICH PROVIDES FOR A FINANCIAL
CONTRIBUTION FROM THE FDOT IN THE AMOUNT OF $100,000, AND
REQUIRES A MATCH FROM THE CITY IN THE AMOUNT OF $100,000;
ALLOCATING FUNDS IN THE AMOUNT OF $100,000, FROM THE STREETS
BOND PROGRAM PROCEEDS.
WHEREAS, the Miami Health District (formerly Civic Center) is the second largest employment
center in the City of Miami ("City") and Miami -Dade County and is an area experiencing rapid growth
and development; and
WHEREAS, Northwest 12 Avenue, Miami, Florida, a State Road under the jurisdiction of the
Florida Department of Transportation, is an important arterial roadway and gateway corridor serving
the Miami Health District; and
WHEREAS, the City has completed a Basis of Design Report ("BODR") that proposes streetscape
improvements to enhance the aesthetics of the public realm, the safety of pedestrians, and the quality
of life of the area; and
WHEREAS, the BODR established the Northwest 12 Avenue corridor from Northwest 14 Street to
Northwest 20 Street, Miami, Florida ("Northwest 12 Avenue Streetscape Project"), as a priority project
for streetscape improvements including landscaping, decorative crosswalks, pavers at key
intersections, directional signage, street furniture, lighting, and other pedestrian amenities; and
WHEREAS, the Northwest 12 Avenue Streetscape Project is an integral component of an ongoing
comprehensive and collaborative program between the City and the Miami Partnership to revitalize this
economically -vital area of the City and improve the image of the Health District as a world class
medical, research, and institutional complex; and
WHEREAS, the Florida Department of Transportation ("FDOT") has programmed state funds in
the amount of $100,000, for the Northwest 12 Avenue Streetscape Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The,recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute a Joint Participation Agreement, in
substantially the attached form, between the City and FDOT, for the implementation of the Northwest
12 Avenue Streetscape Project, providing for a financial contribution from the FDOT in the amount of
$100,000 and requiring a match from the City in the amount of $100,000, with funds allocated from the
Streets Bond Program proceeds.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
