Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of and
an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the proposed new
aliocation(s)/ amendment(s) to the funding of the City program(s) as indicated below:* t

1. Discussion and Proposed Resolution accepting Fiscal Year ("FY") 2008-2009, United States Department of Housing and Urban Development
Entitlement Grant funds under the following programs:

2. Discussion and proposed resolution approving the City of Miami's Annual Public Housing Agency ("PHA") Plan for FY 2008, in connection with
the implementation and administration of the City's Section 8 Moderate Rehabilitation Program.
3. Discussion and proposed resolution approving the acceptance of State Housing Initiatives Partnership ("SHIP") funds in the total amount of
$2,216,228, for FY 2008-2009, allocating said funds in the amount of $1,994,605, for housing activities, including but not limited to Single
Family Rehab, Single Family Replacement homes, Homebuyer Financing and Homeownership Development Programs, for the implementation
of the Local Housing Assistance Plan, and in the amount of $221,623 for program administration.
4. Discussion and proposed resolution accepting the Section 8 Moderate Rehabilitation Housing Program funds, in the amount of $4,307,482.27
for rental assistance, and in the amount of $437,546.80 for program administration, for the total amount of $4,745,029.07, for FY2008-2009.
5. Discussion and proposed resolution authorizing the allocation of FY2008-2009 HOME funds in the total amount of $4,475,258 in the following
categories: $447,525 for program administration, $1,500,000 for District 1 homeownership activities, $1,000,000 for downpayment assistance,
$1,527,733 for other housing programs.
6. Discussion and proposed resolution authorizing the allocation of FY2008-2009 ESG funds in the total amount of $363,601 as fotiows: $10,908
for program administration; $352,693 to the City of Miami Homeless Programs, Neighborhood Enhancement Team
7. Discussion and proposed resolution authorizing the allocation of FY2008-2009 CDBG funds, in the total amount of $8,169,495 and previous
year program income in the amount of $150,074 in the following categories: $1,633,899 for program administration, $1,375,498 for Public
Services, $4,010,172 for Economic Development, and $1,300,000 for the repayment of Section 108 loans.
8. Discussion and proposed resolution authorizing the allocation of 34'" program year (FY2008-2009) CDBG funds in the amount of $4,010,172,

Downpayment Assistance program.
• The adoption of this Ordinance/Resolution, by the City Commission, authorizes the City Manager to draft/ amend the appropriate City of Miami annual Action Plan.
t This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins Tuesday. May 6.2008 and ends June 4. 2008. The
proposed amendment(s) will be presented to City Commission for approval on Thursday, June 5, 2008 (public hearing).
