Recommendation
The Miami DDA Board respectfully requests that the City Commission adopt the attached City
Ordinance amending Chapter 37, of the Code of the City of Miami, Florida by adding a new
section 37-8 entitled "Panhandling Prohibited in Certain Areas".
Background
The DDA Board of Directors adopted Resolution No. 06/2008 on November 16, 2007, urging the
City of Miami Commission to adopt an ordinance to completely ban panhandling in the area most
vital to the economy of the City of Miami as outlined in the attached boundary map. It is the
intent of the Miami DDA to improve the quality of life, to maintain and further expand the
economic vitality of the City and to protect the safety of the general public by imposing
reasonable manner, time and place restrictions on panhandling while respecting the constitutional
rights of all citizens.
