WHITE Our firm represents Elite Construction and Development, Inc. (the "Applicant"); in connection with the public hearing applications for the Skyway Apartments project ("Project"). The Project is located at 3528-3530-3586 NW 36 Street and is legally described in the attached Exhibit "A" (the "Property"). The Property is designated general commercial in the City's Comprehensive Plan and is zoned C-2 general commercial. The Property consists of 0.85 net acres. The Property is underutilized and in need of redevelopment. The Applicant is seeking approval of a mixed use residential development. The Applicant intends to develop the Property with 112 residential units and 3,059 square feet of ground floor retail and 236 parking spaces where the code requires 233. The Applicant is seeking a SPECIAL EXCEPTION, as per Article 4, Section 401, to allow multi family residential at a density of R-3 or higher, in this case R-4 (150 units per acre), in the C-2 zoning district. The Property is located in close proximity to existing residential uses to the north as Ms. T eres February 7, 2(i Page 2 r a. d well as residential uses along NW 36 Street east and west of the Property. As such it represents a logical extension of existing residential development. As an inftll site, the Property is already served by infrastructure. Services and amenities to serve the residents exist in very close proximity to the Property, such as Melrose Elementary school within five city blocks, Melrose Park within a '4 mile, and the Miami Springs Public Library within 1 mile. The Property is also served by public transportation and has bus service at the doorstep of the development along NW 36 Street. in addition, the proposed Miami lnterrodal Center Earlington Heights Metrorail Extension will be located two blocks to the west of the site and will provide a major public transit connection to Miami -Dade County. The approval of this request will result in the addition of residential units in an area of the City where there is great demand for housing and where deterioration is rampant while still providing commercial opportunities on the ground floor. In addition, the Applicant is seeking a zoning change from C-2 to C-2 with an SD-19 Designated F.A.R. Overlay District with an FAR ratio of 2.1. The proposed SD-19 is consistent with the City of Miami Comprehensive Neighborhood Plan (the "Plan"). The Plan allows for 127 units to be built on the Property while the Project proposes 112 units 88% of what is otherwise permitted under the Plan. The proposed SD-19 overlay allows for an overall increase of FAR of approximately 14,107. The additional floor area will be used to increase the size of the proposed 112 units by an average of approximately 125 square feet per unit. The Zoning Board has granted similar zoning changes to allow an SD-19 Designated F.A.R. Overlay District with an FAR ratio of 2.1 for other project in the direct vicinity of the Property. The same SD-19 FAR ratio was granted for the Pinnacle Plaza project located at 3574- 3690 NW 36 Street as well as the Costa del Este project located at 2951 NW 36 Street. Both of these sites are zoned C-2 and were granted the SD-19 Designated F.A.R. Overlay District. The approval of these requests will result in the addition of residential units in an area of the City where there is great demand for housing and where deterioration is rampant. In addition the residential units will serve the Miami Intermodal Center and the Miami international Airport which are both major employment centers.
