6. T-22945-1 Water main extension, service agreement and approved plans are required by
WASD. Connect to an existing twenty four (24)-in W.M. in NW 14 Ave. and NW
3 St. and extend a twelve (12)-in W.M. westerly in NW 3 St. to NW 16 Ave,
interconnecting to an existing eight (8)-in W.M. at that location. Also connect to
an existing sixteen (16)-in W.M. in NW 7 St. and NW 16 Ave. and extend an
eight (8)-in W.M. southerly in NW 16 Ave. interconnecting to an existing eight
(8)-in W.M. S/O NW 7 St. If the Fire Department requires a new fire hydrant in
NW 16 Ave., then a twelve (12)-in W.M. extension would be required in said
road. Any public W.M extension within the property shall be twelve (12)-in: min.
in diameter. If two or more fire hydrants are to be connected to a public water
main extension within the property, then the water system shall be looped with
two (2) P.O.C.(s). There are water and/or sewer mains within the property, either
in existing dedicated right of way or easements, which need to be removed and
relocated if in conflict with the proposed development. Easements associated
with mains to be removed and relocated shall be closed and vacated before
starting construction in the easement(s) areas. In case of right of ways to be closed
and vacated within the property, mains shall be removed and relocated if needed
before closing/vacating them. In the event that the existing facilities are to be
removed and relocated, replacement mains shall be installed, tested and accepted
by the department before existing ones can be removed. Easements, either
existing or proposed shall be shown on plat.
Sewer: WASD has two systems in conflict with the proposed use. The first is an
existing 42" force main that conveys sewage under pressure along NW 6th Street
thru the northern portion of the property. Secondly, WASD has a myriad of deep
gravity collection system ranging from 8" to 12" in diameter within the property.
This gravity collection system must also be relocated. In addition to the new
Gravity piping, an existing pump station will need to be taken out of service and
relocated elsewhere within the property. Additionally, the Department will need
to acquire land within the property to house this pump station. The required piece
of land is estimated to be around 13.000 square feet, which can be coordinated
with and integrated into the proposed improvements fronting 16th Avenue. The
space that needs to be secured also takes in consideration our future plans of
providing a booster station that will improve sewer service in the area. There are
water and/or sewer mains within the property, either in existing dedicated right of
way or easements, which need to be removed and relocated if in conflict with the
proposed development. Easements associated with mains to be removed and
relocated shall be closed and vacated before starting construction in the
easement(s) areas. In case of right of ways to be closed and vacated within the
property, mains shall be removed and relocated if needed before closing/vacating
them. In the event that the existing facilities are to be removed and relocated,
replacement mauls shall be installed, tested and accepted by the department
before existing ones can be removed. Easements, either existing or proposed shall
be shown on plat. Sign off required by WASD before final plat approval. Contact

Comments for Marlins Stadium/Orange Bowl Stadium Site - Preliminary Traffic Assessment
1) The traffic assessment study is not acceptable because it only considers traffic impacts at the
following five intersections:
a. NW 12 Street and NW 12 Avenue
b. NW 7 Street and NW 12 Avenue
c. NW 7 Street and NW 17 Avenue
d. SW 1 Street and NW 17 Avenue
e. West Flagler Street and NW 12 Avenue
At the very minimum, the study should consider the traffic impacts on critical intersections
and critical links within the area identified in Figure 6-4 of the report.
2) The study does not elaborate on how the vehicle trips are distributed. PWD is recommending
that traffic turning movement counts (TMC) should be conducted during the event day
arrival and departure time, in order to establish appropriate trip distribution. Observations
should be made for both pedestrian and vehicle traffic.
3) Two hours of continuous TMC should be performed to cover combined peak hours for the
proposed facility and adjacent local roadway networks, which should also include pedestrians
and heavy vehicles. The detailed traffic count reports should be included in the appendix.
4) Please estimate the background existing and future traffic distribution by using the 2005
Directional Trip Distribution Report provided by MPO for Traffic Analysis Zone 757. The
trip distribution of the stadium visitors should be based on actual TMC at critical
intersections during the event day rather than a typical work day.

5) There is no mention of access points and number of lanes for access roads to the Marlins
Stadium, which will have a detrimental impact on the surrounding intersections, number of
lanes, etc. Queuing analysis should also be conducted at the access points.
6) Metromover or similar low -impact overhead guideway mass transit system connecting
Marlins Stadium/Orange Bowl Stadium site with the Civic Center and/or Government Center
should be considered as one alternative. By building a Metromover station at the stadium,
some of the patrons can use Metrorail and Metromover to transfer to the new line. As a
result, the stadium may have enough parking spaces. Additionally, by providing a grade -
separated guideway system, surface street congestion that also impacts buses is avoided.
Although this would certainly be a more long-term solution, a Metromover connection could
also address significant traffic congestion and pedestrian mobility problems in the Civic
Center/Hospital area, which is currently under study by the MPO. Thus, one route option
could be a western extension of the existing Metromover Omni loop on NW 14th Street from
the School Board Station, serving G. W. Carver Senior High School; then looping around the
Civic Center/Hospital area, serving the governmental and medical institutions on a regular
basis; with a river crossing between NW 12 Avenue and NW 17 Avenue, serving the
stadium, as well as the adjacent housing facilities and small businesses.
7) This traffic assessment should also provide traffic impact analysis at the end of games.
Please note that all visitors will exit the facility, and vehicles will be loaded on adjacent
roadway networks within a short time period.
8) Brief review of any future projects by Miami -Dade County and FDOT should be conducted
and be considered in the traffic analysis. These projects include Miami -Dade County TIP,
LRTP, and FDOT 5-Year Work Program, etc.
9) Crosswalks, pedestrian signals, walkways, sidewalks and bicycle facilities should be given
consideration. Since remote parking locations are being recommended, pedestrians' access
to shuttles should be considered to avoid pedestrian vehicle conflicts. Also, areas should be
designated to accommodate pickups and drop-offs of pedestrians from proposed shuttle
service. Shuttle bus routes should be marked on plans to evaluate their operation. Major and
minor intersections surrounding the facility will need pedestrian analysis, since pedestrians
crossing the roadways will have a negative effect and will cause lost time per cycle.
10) Estimation of southbound through volume at the intersection of NW 12 Avenue and NW 12
Street appears too high. Southbound approach departure volume along NW 12 Avenue at
NW 12 Street is 2488 (688+1800), while southbound approaching volume at NW 7 Street is
only 1560 (1008+552). Dispersion of 928 (2488-1560=928) vehicles appears too high
between these two adjacent intersections. Please explain.
11) TMC figures for build -out year (2011) should be provided in order to show the distribution
of vehicular traffic over the study area for both Synchro build and improvement models.

12) Preliminary cost should be summarized based on initial one-time construction cost and
annual or per season operational cost in Table 7-1.
13) PWD recommends that for the detailed study the consultant should use simulation models to
perform traffic analysis in order to make a determination on the selection of appropriate
alternatives.
14) Since the traffic impacts extend to MDX (SR 836) and FDOT (Flagler and SW 1 Street)
roadway networks, PWD suggests that this traffic assessment report should be reviewed by
MDX and FDOT.
Comments for Marlins Stadium/Orange Bowl Stadium Site — Parking Study:
1) Based on the assumption of average peak attendance of 29,000 patrons and 2.5 vehicle
occupancy rate, the parking spaces should be at least 11,600. We recommend that all
these parking spaces should be within 5/8 mile around the stadium.
2) A Metromover or similar low -impact overhead guideway mass transit system connecting
Marlins Stadium/Orange Bowl Stadium site with the Civic Center and/or Government
Center should be considered as one alternative. By building a Metromover station at the
stadium, some of the patrons can use Metrorail and existing Metromover to transfer to
such a new line. As a result, the stadium may have enough parking spaces. Additionally,

3) Detailed aerial maps should be provided to show on- and off- street parking spaces, off-
street parking spaces on lawns and driveways as well as off-street parking in the
neighborhood.
4) Traffic congestion analysis on adjacent streets should be added in the next steps study.
5) Secure bicycle facilities at the stadium should be provided to encourage alternative means
of transportation.

6) Parking garages adjacent to stadium should include overhead pedestrian bridging in
crossover ramps between garages and from garages to the stadium building to minimize
at -grade vehicle/pedestrian conflicts.
7) Major and minor intersections surrounding the facility will need pedestrian analysis as a
part of overall pedestrian traffic walkway and crosswalk system and signal timing study.
8) Parking garage entry/exit and crossover ramp (between garages) system needs to be
included as a part of follow-up analysis, i.e. utilize multiple garage structures with
separate entries, fewer but larger structures with fewer but wider and longer queuing
entries. Facilities such as Walt Disney World, Universal Studios and major sports
9) parking destinations should be consulted for professional advice on handling crush loads
of queuing vehicles and parking management.
10) Consideration should be given to developing agreements with remote shopping center
sites for park/ride bus trips in north, south, west and central Miami -Dade County areas, as
well as locations in Broward County, as an alternative to having patrons drive into the
most congested area surrounding the stadium to find adjacent parking. This was
previously done when the Miami Dolphins played at the Orange Bowl, and should be
researched.
