A JOINT RESOLUTION OF THE BOARDS OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT
DISTRICT COMMUNITY REDEVELOPMENT AGENCIES AUTHORIZING THE
ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED $343,392, TO THE
CITY OF MIAMI ("CITY") FOR A POLICE VISIBILITY PILOT PROGRAM FOR THE
SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT AREAS;
AUTHORIZING THE EXECUTIVE DIRECTOR AT HIS DISCRETION, TO
DISBURSE THE GRANT FUNDS ON A REIMBURSEMENT BASIS OR DIRECTLY
TO THE CITY UPON PRESENTATION OF INVOICES AND SATISFACTORY
DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE
ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM
ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS AS FOLLOWS:
$202,304 FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS
AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000 AND
$141,088 FROM OMNI TAX INCREMENT FUND, ENTITLED "OTHER GRANTS
AND AIDS," ACCOUNT CODE NO. 10040.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West and the Omni Redevelopment District
Community Redevelopment Agency ("CRAs") are responsible for carrying out community
redevelopment activities and projects within their Redevelopment Areas in accordance with their
approved Redevelopment Plans; and
WHEREAS, Section III B, at page 13, of the Southeast Overtown/Park West
Redevelopment Plan and Section III C, at page 10, of the Omni Redevelopment Plan each list
"emphas[is on] crime prevention and maintaining] security in the area" as a stated redevelopment
objective; and
WHEREAS, on February 25, 2008, the City of Miami Police Department presented to the
CRAs' Boards of Commissioners its Police Visibility Pilot Program ("Pilot Program"), an innovative
community policing plan to address quality of life issues in the Redevelopment Areas; and
WHEREAS, the City of Miami Police Department has requested a grant, in the amount of
$343,392, to underwrite a portion of the costs associated with the implementation of this Pilot
Program; and
WHEREAS, the Boards of Commissioners wishes to authorize the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF COMMISSIONERS OF
THE SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT DISTRICT

Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. A grant, in an amount not to exceed $343,392, to the City of Miami for its Police
Visibility Pilot Program is authorized.
Section 3. The Executive Director is authorized, at his discretion, to disburse the grant on a
reimbursement basis, or directly to City, upon receipt of approved invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for
said purpose, in a form acceptable to General Counsel.
Section 5. Funds are to be allocated as follows: $202,304 from SEOPW Tax increment
Fund, "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000 and
$141,088 from Omni Tax increment Fund, "Other Grants and Aids," Account Code No.
10040.920101.883000.0000.00000.
Section 6. This Resolution shall become effective immediately upon its adoption.
