City Manager Re: Proposal for Police Camera System for the Southeast Overtown/Park West Redevelopment Area Dear Mr. Villacorta: The underlying mission of the Southeast Overtown/Park West Community Redevelopment Agency is to revitalize the redevelopment area by generating successful redevelopment projects through the efforts of public -private partnerships. In turn, these successful projects will lead to improving the quality of life for Overtown residents and stakeholders. However, this feat is not easily achieved. The Police Department has recently initiated a pilot program by which surveillance cameras were installed in the area of Biscayne Boulevard and east Flagler Street (Downtown). This pilot program was based upon the concept currently employed by Scotland Yard. The Police Department proposes the replication of this pilot program within the Southeast Overtown/Park West redevelopment area. This system would aid law enforcement officers in monitoring criminal activity, apprehending offenders, and deterring future crimes from occurring. As a result, Overtown residents and stakeholders will enjoy a better sense of security and quality of life. In turn, this will attract and spur more redevelopment opportunities that will ultimately benefit the residents and stakeholders in the area. In order for this to materialize, we request that the Southeast Overtown/Park West Community Redevelopment Agency fund the cost of installation of the camera system, estimated at approximately $500,000. The Police Department would fund a position to monitor the camera system from the Department's Communications Unit. Additionally, the Department would absorb all maintenance for the camera system by including this item within the annual budget submitted to the City Manager. Attached is a preliminary estimate for the entire redevelopment area, provided by a vendor currently servicing a camera system in the.area of Biscayne Boulevard. z.aW'��Mi'� 1t0 A Crowson.
