In 2003 as BellSouth, we responded and consequently were awarded RFP No. 02-03-100 by the City of Miami, we truly appreciate the City's trust and relationship. From that RFP the City of Miami has grown and capitalized their network infrastructure and operate more efficiently and effective. The City has been able to roll out a number of initiatives like their Cisco-VOIP, Surveillance Camera network, Traffic Camera Network and have high bandwidth connectivity between the City's public safety's departments. As your service provider and the leading communications company in the Southeastern United States, AT&T is eager to continue our strong relationship with the City of Miami. Recognizing that real value is measured in more than just dollars and cents, AT&T offers the City of Miami an experienced, reliable account team that serves as your internal advocate, technical consultant, and employee. Just four years ago, our proposal consisted in a primarily Frame Relay network, however included in our recommendation was Metro Ethernet service; this is a high bandwidth service that has proven to be extremely reliable, efficient and cost effective. Through the join collaboration of BellSouth and City of Miami IT dept. we have been deploying Metro Ethernet in the more strategic and service essential locations. Our proposal at this time is to review the City's network and make a recommendation to migrate the Frame Relay network to a Metro Ethernet and Metro Ethernet Mid -band services. Project meetings will be conducted to review the network and develop a migration path. I have attached a preliminary migration strategy in this proposal. COMPETITIVE PRICING As your account team, we understand that City of Miami has specific buying criteria. This is through an RFP issued by the City or an already competitively bided and awarded RFP, consequently the pricing being offered to the City of Miami is that of the City of Miami Beach Wide Area Communication RFP#05-06/07, which was competitively bid and awarded to BellSouth. The proposed contract arrangement will provide a competitive and comprehensive discount structure based on the City of Miami Beach prices, simplification of contract management through City of Miami Master Service Agreement FL03-D326-00 and a Unified Agreement that will bridge the BellSouth and AT&T contracts in the future. DEDICATED CUSTOMER CARE A dedicated support team and Project Manager for City of Miami will serve as the single point of contact for all implementation, maintenance and billing issues. They are charged with the responsibility for coordinating all involved AT&T resources and partners for prompt resolution of all questions and concerns during migrations and moving forward. In addition, City of Miami will continue to benefit from a dedicated AT&T account team, which delivers solution support for your business and comprehensive products and services. COORDINATION PLAN The key to a successful coordination plan is responsive project management of all critical areas. Pre -installation planning is critical, and even the smallest details are scheduled. The first step in this process is preparation of a mutually agreeable project plan and timelines. At the earliest possible time after contract award, BellSouth will conduct an initial meeting to prepare this plan, which itemizes each task to be accomplished, establishes appropriate deadlines, assigns definitive responsibilities and ownership. The assigned project manager will work with the City of Miami to identify all critical activities and due dates associated with the project and discuss any other questions or concerns that arise. BellSouth's experience with large, multi faceted implementations is unrivalled anywhere in the region. The Project Manager is re'ponsible for the following: • Providing a single point of contact for coordination of resources, development and management of the project plan, change control, acceptance test management and status reporting • Ensuring that project assumptions and constraints such as absolute deadlines and resource management are met • Continuing to define best practices and process throughout the project • Working closely with the City of Miami to make sure that all projects accomplish all defined business objectives • Conducting regularly scheduled project meetings between BellSouth and the City of Miami PROJECT STATUS MEETINGS Regular meetings will be scheduled with the City of Miami to review project status as well as discuss any issues, concerns or changes requested by the City. Monitoring status and providing feedback throughout the project is key to a smooth and successful installation. The project manager keeps track of details such as service order completion, billing, closed service orders and eliminates roadblocks with appropriate action plans. BellSouth has a breadth of knowledge unsurpassed in network installation, regardless of its complexity.
