A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE
CITY OF MIAMI ("CITY") AND THE MIAMI-DADE METROPOLITAN PLANNING
ORGANIZATION, WHICH PROVIDES FOR A FINANCIAL CONTRIBUTION, IN
THE AMOUNT NOT TO EXCEED $60,000, FROM THE CITY OF MIAMI, FOR THE
PREPARATION OF THE HEALTH DISTRICT/CIVIC CENTER COMPREHENSIVE
TRAFFIC STUDY; ALLOCATING FUNDS FROM CAPITAL IMPROVEMENT
PROJECT NO. B-30093.
WHEREAS, the Miami Health District/Civic Center is the second largest employment center in the
City of Miami ("City") and Miami -Dade County and is an area experiencing rapid growth and
development; and
WHEREAS, the City has completed a Basis of Design Report that proposes street beautification
improvements to enhance the aesthetics of the public realm, the safety of pedestrians, and the quality
of life of the area; and
WHEREAS, , there are a number of master plans for existing and planned facilities within the area
but no comprehensive transportation plan for the area has been conducted to date; and
WHEREAS, the Miami -Dade Metropolitan Planning Organization ("MPO") has determined that a
comprehensive traffic study be undertaken to identify needed traffic and roadway infrastructure
improvements that will serve to address the current and future mobility needs of the area; and
WHEREAS, the study will be conducted under the auspices of the MPO; and
WHEREAS, the City has been requested by the MPO to provide for a local match of $60,000
towards the total cost of the study estimated at $180,000; and
WHEREAS, funds for the stated purpose will be allocated from Transportation and Transit Surtax
proceeds; and
WHEREAS, the MPO and the University of Miami/Jackson Memorial Hospital have committed to
funding the balance of the study by providing a matching contribution of $60,000 each;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorized{1} to execute an Interlocal Agreement, in substantially
the attached form, between the City the MPO, which provides for a financial contribution, in the
amount not to exceed $60,000, from the City, for the preparation of the Health District/Civic Center
Comprehensive Traffic Study, with funds allocated from Capital Improvement Project No. B-30093.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1 } The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
