Purpose of Item:
In order to meet the deadl` es established by the City Commission directive of April 10, 2008 and
maintain experienced police officers who would otherwise separate City employment, attached please
find the Resolution ratifying the Memorandum of Understanding signed by the City Manager and the
FOP President and an Emergency Ordinance to extend the DROP for an additional 3 years for police
officers. Also, attached Mir an Actuarial Impact Statement and a Budgetary DROP Evaluation.
Background Information:
Randall Stanley of Stanley, Holcombe & Associates, Inc., submitted an "Actuarial Impact Statement:
Ordinance Amendment to Extend Maximum DROP - Participation Period for Police Officers"
wherein basically he indicated that if police officers' pattern of remaining in DROP stays constant, the
expansion from 4 to 7 years is'unlikely to have any measurable impact on DROP entries and system
costs. Based on Mr. Stanlgy's A.ctuaria! impact Statement, the Director of Management & Budget
Mike Boudreaux indicated that there will be a minimal impact on the City general operating budget.
However, if the pazticipatin behavior extended beyond 1.7 years then the cost per police officer will
become higher for the veteran police officers.
