A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT FOR WATER
AND SANITARY SEWAGE FACILITIES WITH MIAMI-DADE COUNTY WATER AND
SEWER DEPARTMENT, IN SUBSTANTIALLY THE ATTACHED FORM
("AGREEMENT'), FOR THE PROVISION OF WATER AND SANITARY SEWER
SERVICES FOR THE CITY OF MIAMI COLLEGE OF POLICING AND MIAMI-DADE
COUNTY PUBLIC SCHOOLS SCHOOL OF LAW STUDIES, HOMELAND SECURITY
AND FORENSIC SCIENCES, PROJECT B-72910; AUTHORIZING THE CITY
MANAGER TO EXECUTE AMENDMENTS OR MODIFICATIONS TO THE
AGREEMENT WHICH WOULD NOT RESULT IN ANY ADDITIONAL OR
INCREASED COSTS TO THE CITY.
WHEREAS, the City of Miami ("City") has established a capital improvement project to design and
construct a shared police training facility and high school, located at 400 Northwest 2nd Avenue,
Miami, Florida, with the Miami -Dade County Public Schools system; and
WHEREAS, said project has been incorporated into the City's Capital Improvement Program and
Multi -year Plan as the "City of Miami College of Policing and Miami -Dade County Public Schools
School of Law Studies, Homeland Security and Forensic Sciences, Project No. B-72910" (collectively,
the "College of Policing Project"); and
WHEREAS, the City, the School Board of Miami -Dade County, Florida (the "School Board"), and
James B. Pirtle Construction Company, Inc. D/B/A James B. Pirtle Construction Co., Inc. D/B/A Pirtle
Construction Company ("Pirtle") have entered into necessary agreements for the construction of the
College of Policing Project; and
WHEREAS, the College of Policing Project is underway and the City's Department of Capital
Improvements Program ("CIP") is diligently working with the School Board and Pirtle to maintain
progress which requires water and sanitary sewer facilities to proceed on schedule; and
WHEREAS, the Miami Dade County Water and Sewer Department ("WASD") is the sole provider
of water and sanitary sewer services in Miami -Dade County and has agreed to provide the needed
services; and
WHEREAS, CIP has negotiated an agreement with WASD to provide said services; and
WHEREAS, prior to permitting a connection and the issuance of building permits, WASD requires
the agreement to be executed outlining the responsibilities of each party and the City Manager
requests authorization to execute an Agreement for Water and Sanitary Sewage Facilities with
WASD, in substantially the attached form (the "Agreement"), to provide for these services; and

WHEREAS, WASD has calculated the estimated capacity needed for the College of Policing
Project and has calculated a connection charge (based on the agreed proposed average total daily
gallonage of 12,860) of approximately $89,891.40, which will be due to WASD after construction is
completed and a water meter is installed; and
WHEREAS, all charges for upgrading the existing infrastructure or connection to the WASD
utilities will be paid by the City, but funds are not required from the City at this time;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, for the provision of water and sanitary sewer services for the College of Policing
Project.
Section 3. The City Manager is authorized to execute amendments or modifications to the
Agreement which would not result in any additional or increased costs to the City.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
