("Movers"), and awarded two hundred and fifty thousand dollars ($250,000) from the City's Department of Community Development/ Emergency Program to Movers for the rehabilitation and operation of the Life Quest facilities. On December 30, 2003, Lock Towns transferred the properties comprising the Life Quest facilities (the "Properties") to Movers. Pursuant to Resolution No. 04-0445, adopted July 8, 2004, the Miami City Commission authorized the transfer of HOPWA funds, in the amount of $100,000, from Movers for operating support programs to Movers for the rehabilitation of the Life Quest I and II facilities. Pursuant to Resolution No. 05-0238, adopted April 14, 2005, the Miami City Commission allocated an additional one hundred thirty thousand dollars ($130,000) to Movers for the rehabilitation of the Life Quest facilities. Due to financial issues affecting Movers, the project is currently at a standstill and in disrepair with county liens being placed on the project. The City demand the repayment of all HOPWA funds disbursed to Movers for the Life Quest facilities, in the total amount of one hundred eighty-one thousand, two hundred seven dollars and sixty five cents ($181,207.65), and authorize the City Manager to take such further action to recover such funds from Movers as may be approved by the City Attorney.
