Subject: Allocating funds to Urban Empowerment Corporation
Purpose of Item:
ALLOCATING FUNDS, IN THE AMOUNT OF $167,000.00, FROM THE CITY OF MIAMI DEPARTMENT OF
COMMUNITY DEVELOPMENT DISTRICT 2 ECONOMIC DEVELOPMENT RESERVE TO URBAN
EMPOWERMENT CORPORATION, TO PROVIDE TECHNICAL ASSISTANCE TO FOR -PROFIT
BUSINESSES TO CREATE JOBS FOR LOW TO MODERATE INCOME INDIVIDUALS, AS SPECIFIED IN
EXHIBIT "A", ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH SAID AGENCY FOR SAID PURPOSE.
Background Information:
Urban Empowerment Corporation ("UEC") is a non-profit Florida corporation located at 3672 Grand Avenue,
Coconut Grove, Florida, whose mission is to provide economic development, housing and social services to the
businesses and residents of the Coconut Grove community.
Pursuant to Resolution No. 07-0488, adopted September 11, 2007, the City Commission approved an
allocation of $167,000.00 to UEC for economic development activities in District 2 for the 33rd Program Year.
The City subsequently teamed that a conflict of interest existed under 24 CFR § 570.611.
In response to said conflict, the City Commission adopted Resolution No. 08-0021 on January 10, 2008, de -
obligating the $167,000.00 allocated to UEC.
Pursuant to 24 CFR § 570.611(2)(b), the conflict of interest no longer exists because one year has passed
since the tenure of the conflicted person ended.
The Administration recommends the allocation of funds, in the amount of $167,000.00, from the City of Miami
Department of Community Development District 2 Economic Development Reserve, to UEC to provide
technical assistance to for -profit businesses to create jobs for low to moderate income individuals.
