The Corporation — Qualifications and Proven Experience
EventStar, TIN# 11364958, is a Florida Corporation, established by Alain Perez,
Belkys Perez, and Jose Gonzalez in 1997. With in-house engineering,
architecture and a full-scale fabrication facility, EventStar has become one of the
worlds leading brands in the rental and manufacturing of temporary and
permanent membrane structures, modular flooring systems, event design and
management.
Our proven experience in management, event production & design, as well as
extensive experience in promotions has enabled us to receive the industry's most
prestigious awards with functional one -of -kind designs. EventStar considers its
clients to be partners with a mutual goal. Understanding and sharing their vision
is essential to our success.
Having over 80 employees each of them of highest qualifications and extensive
experience in the field, enables us to provide our services in a professional,
safely and timely manner. We provide our staff with constant training and
cutting edge technology in order to keep them ahead of our competition.

Overall Description of Operation
EventStar proposes the erection of a 25,000 square foot modular temporary
structure (The Pavilion) that will serve as a venue for corporate
function/meetings, private and public special events and tradeshows on the
proposed site. The area for use is located in the South East corner of
Bicentennial Park. Currently, there is a permanent building (formally a
restaurant) that has been vacant for years. Our plan calls for completely
cleaning and disinfecting, painting, as well as fixing all doors and windows of the
existing building with the purpose of using it as a storage facility for event
equipment. EventStar will build an elevated temporary wood deck over the
South East corner grass area, (size TBD) then cover it with a climate controlled
reinforced modular structure (The Pavilion) that can be reduced or expanded in
square footage to meet event needs.
The Pavilion is engineered and is in compliance with appropriate building and fire
codes. We will provide temporary power for temperature control air-conditioning
units and electrical distribution throughout the structure. The Pavilion design is
production friendly and will serve as a turnkey facility to meet event needs. This
includes a menu of offerings including, but not limited to floor covering, interior
walls, sound, stage, lighting, a/c and electrical outlets.. Upon request, the
Pavilion staff can provide full turnkey event services for any customer.
Customer's have the option of using outside services (meeting the Trust's
qualifications) or if they prefer, full access to the Pavilion's full service menu.
The Pavilion will serve as an enhancement for other events at the Park. It
provides additional covered space and is located in an area of the park that has
not been user friendly until now. Due to its location, the Pavilion does not conflict
or inhibit annual existing events or new events from occurring while the Pavilion
is in place.

Description of immediate improvements
Improvements and renovations to the existing vacant building. ("Old Cafe
facility")
Temporary reinforced structure that is modular and can be reduced or
enlarged and flexible enough to satisfy customer needs.
Temporary elevated wood deck flooring system.
Perimeter secured fencing.
A premier covered venue in Bicentennial Park, for corporate and
association meetings and events, convention & event planners, concerts,
special events for private and public use.
Y The venue (The Pavilion) will be located in Downtown Miami's
Bicentennial Park offering easy access to dinning, shopping and night life
districts such as Bayside, Brickell Avenue, Miami Beach, Coconut Grove
and The Design District promoting consumer spending and a positive
economic impact in the community.
Guaranteed Income for the Trust.
Generation of new jobs (The Pavilion Staff). Sales, Marketing, Operations.
Among other and not limited to.
Base / Guaranteed Income to the Trust
$5,500.00 per month. The Trust will receive and additional $750.00 per event
held in the venue, regardless of the size, plus a parking agreement.

Summary
The Bicentennial Park Pavilion will be a new venue that will feature the most
desirable attributes Downtown Miami has to offer to companies and individuals
seeking to entertain and host in a premiere environment.
The park will benefit from the improvement to the land while the City and it's
population will reap the benefits of a constant revenue stream from the
introduction of this year-round venue.
The intentions of this project is to successfully feature Downtown Miami in a
positive light and attract increased business and entertainment opportunities to
the City through the creation of this hosting Pavilion.
EventStar meets and exceeds the minimum qualifications to be considered for
the provisions of this service contract.

The above policies shall provide the City of Miami with written notice of cancellation or
material change from the insurer not less than (30) days prior to any such cancellation or
material change.
Companies authorized to do business in the State of Florida, With the following qualifications,
shall issue all insurance policies required above:
The company must be rated no less than "A" as to management, and no Less than "Class V"
as to Financial Strength, by the latest edition of l3est's Insurance Guide, published by A.M.
Best Company, Oldwick, New Jersey, or its equivalent. All policies and /or certificates of
insurance arc subject. to review and verification by Risk Management prior to insurance
approval.

1.3. Debarment and Suspension
(a) Authority and requirement to debar and suspend:
After reasonable notice to an actual or prospective contractual party, and after reasonable
opportunity to such party to be heard, the City Manager,. after consultation with the Chief
Procurement Officer and the City Attorney, shall have the authority to debar a contractual parry for
the causes listed below from consideration for award ofcity contracts. The debarment shall be lbr a
period of not fewer than three (3) years. The City Manager shall also have the authority to suspend a
contractor from consideration for award of city contracts if there is probable cause for debarment.
Pending the debarment determination, the authority to debar and suspend contractors shall be
exercised in accordance with regulations which shall be issued by the Chief Procurement Officer
after approval by the City Manager, the City Attorney, and the City Commission.

Conviction for ccmnnission of a criminal offense incident to obtaining or attempting to obtain
a public or private contract or subcontract, or incident to the performance of such contract or

indicating a lack of business integrity or business honesty;
3. Conviction under state or federal antitrust statutes 'arising out of the submission of bids or

4. Violation of contract provisions, \\filch is regarded by the Chief Procurement Officer to he
indicative of non -responsibility. Such violation may include failure without good cause to
perform in accordance with the terms and conditions of a contract or to perform within the
time limits provided in a contract, provided that failure to perform caused by acts beyond the
control of a party shall not be considered a basis for debarment or suspension;
5. Debarment or suspension of the contractual party by any federal, state or other governmental
entity;
6. False certification pursuant to paragraph (c) below; or
7. Any other cause judged by the City Manager to be so serious and compelling as to affect the
responsibility of the contractual party performing city contracts.
