A Resolution accepting the recommendation of the City. Manager approving the findings of the
Evaluation Committee, pursuant to Request for Proposal (RFP) 55025, authorizing the City Manager
to negotiate and execute agreement(s), in substantially the attached form, with Open, Inc., for the
provision of an. Electronic Patient Care Reporting System, for the terms listed under each respective
agreement; for an initial cost not to exceed $350,000, which includes the implementation of
Electronic Patient Care Reporting System and first year maintenance negotiated at no cost to the City
and authorizing for future annual maintenance payments; funding will be derived utilizing various
sources of funds, subject to availability and budgetary approval.

Background Information: Electronic Patient Care Reporting Solution
The City of Miami issued Request for Proposal (RFP) No. 55025 for an Electronic
Patient Care Reporting Solution. Three (3) proposals were received, and one was
deemed non -responsive. An Evaluation Committee created by the City Manager
reviewed and evaluated the Proposals and determined that the top ranked firm, Open,
Inc., was responsive to the RFP requirements. The Committee recommended the City
negotiate and execute agreement(s) with Open, Inc., to provide an Electronic Patient
Care Reporting Solution.
The Department of Fire -Rescue currently collects patient EMS data onto a hard copy
form. Fire -Rescue personnel leave the original report at the hospital when they
transport the patient and upon returning to the Fire Station, transcribe the data from a
copy of that original paper report into a computer terminal. This practice results in
insufficient data collection, conflicting reports between the hard copy left at the hospital
versus the one entered onto the station computer thus decreasing EMS Billing Revenue
and increasing Liability for the City of Miami due to the possibility of conflicting reports.
The Electronic Patient Care Reporting System (ePCR) will significantly improve the way
Fire -Rescue currently documents patient care by allowing for the entry of the EMS data
at the patient side. The ePCR software solution provides the following benefits:
1. Easy to complete in a quick manner and is User friendly.
2. Assists the on -scene Paramedic with EMS Protocol reminders to better insure
patient treatment and documentation of such for increased billing revenue.
3. Decreases liability by providing all users the same tools to improve the quality
and quantity of collected data using pick lists and check boxes thus reducing
accidental omission.
4. Eliminates having conflicting Medical Reports, since the data is gathered,
entered and printed while the Paramedic is still with the patient instead of the
Paramedic going back to the Station and having to rely on memory to fill in the
missing computer fields.
5. The ePCR Software is NEMSIS compliant which will soon be the National
standard for sending the quarterly data reports required by State and Federal
Agencies.
6. Improves the confidentiality of medical records by providing security measures to
restrict the unauthorized viewing of the reports in compliance with HIPAA laws
instead of having hard copies sitting in a Fire Station file cabinet.
7. Eliminates duplication of effort by having the Paramedic enter the report just one
time straight into the mobile computer instead of the current process of having to
fill out a paper report first and then re-entering the same report a second time in
the computer. This wasted time could be put to more constructive use like
ongoing training to improve Paramedic skills.
8. Provides the Paramedic with an extensive up to date list of current medications
along with their indications to assist him in diagnosing the patient who is unable
to give an accurate medical history.
9. The printed report left at the hospital is obviously more legible than a hand
written report that was completed in the back of a moving Rescue truck through
the bumpy city streets further improving patient care by reducing the possibility of
an erroneously interpreted note.
