Summary: Please provide a clear and concise summary of the project/program that includes the following: (a) objective (b) target population (c) rationale//statement and (d) methodology. Crime Stoppers of Miami -Dade County, Inc. is a not -for -profit community program. It is volunteer - based and works with the public, the media, and local/state/federal law enforcement agencies in fighting crime. Crime Stoppers uses a variety of strategies, including a local and toll -free national tip line, audio and visual media, and print media to offer case rewards and anonymity to persons who furnish information leading to the arrest and/or the filing of charges against criminal offenders. The proposed continuation of the Community Focus Project will provide information on Crime Stoppers tip lines and community Education campaigns in the three languages other than English that are most commonly used in Miami (Spanish, Creole and Arabic). (a) Objective and Methodology: The ultimate objective of the proposed project, the Crime Stoppers Community Focus Project, is to provide information on the Crime Stoppers tip lines using a linguistically and culturally appropriate approach so that all residents of the City of Miami may be reached regardless of language. This will maximize the effectiveness of the two tip lines operated by Crime Stoppers of Miami -Dade. Specific objectives and methodologies are detailed in the table below. OBJECTIVE METHODOLOGY RESULTS To provide Crime Stoppers services in neighborhoods that are underserved due to cultural and language impediments as well as to tourists Identify those neighborhoods through the use of census data and other demographic information sources Crime Stoppers can refine its current curriculum in order to ensure that it is effective for each unique communities needs identified Continued development of cultural needs and criteria for successful localized impact on individual neighborhoods Engage community and educational leaders in offering input that reflects the culture of the target populations The Crime Stoppers curriculum will be sensitive to the needs of the communities it serves Production of multi-lingual brochures, media spots, videos, Power Point programs and community presentations Secure volunteer commitments to perform the needed translations and art/graphic production for new materials for the project Professionally designed program materials that will be available and accessible in all neighborhoods that will increase the success of the 305-471-TIPS (8477) Program, the toll free number 866-471-TIPS (8477), our web page and finally text messaging. It is reported by the US Census Bureau that 68.9% of Miami residents do not use the English language at home (www.fedstats.gov) and that 62% of Miami residents describe their language ability as "speaking English less than very well" (www.censusscope.gov). Therefore, there are approximately 1.8 million community residents who would receive greater benefit from Crime Stoppers programming and information if it was presented in their native language rather than solely in English. A secondary target population is tourists visiting the community. It is estimated that of the 12.4 million tourists visiting the community each year, 54% are from foreign countries with only 8% of those tourists are from a country where English is the primary language. The tourists most frequently (68.9%) come from countries where Spanish is the primary language. Crime Stoppers seeks to provide information on our tip Tines in languages that are relevant to foreign - language tourists so that they will use the tip lines if needed during their time in Miami. (c) Rationale: The Crime Stoppers Community Focus Project addresses the City of Miami's (and Miami -Dade County's) broad multi -ethnic, multi -cultural and multi-lingual population, and the needs of these communities to receive linguistically and culturally sensitive anti -crime programming. The Crime Stoppers tip program can only reach maximum effectiveness if it is reaching equally into all communities in such a way that is linguistically and culturally meaningful for each individual neighborhood. The proposed project would service and impact thousands of local individuals in daily life. In order to accomplish the important task of educating all residents in the various neighborhoods of the City of Miami about the tip lines (305)-471-TIPS (8477) and Toll Free 1-866-471-TIPS (8477), the Community Focus Program will continue to produce Crime Stoppers programming information in linguistically and culturally appropriate formats with the goal of fostering confidence in the anonymity of the crime tip program. 2. Statement of Need: Provide (a) the need for the project (6) a demographic profile of the target population and (c) present level of services to this population. 4 The Community Focus Project brings needed crime provention information to the residents and guests of Miami in a format that is easy to understand and use. This information gives each individual the confidence to share information that is greatly needed by law enforcement and helps solve serious crimes with a savings of tax dollars. (a) Need for Project: According to statistics provided by Miami -Dade County Public Schools, there are at least 112 languages other than English spoken in Miami, with residents coming from 138 countries. Furthermore, approximately 9 million tourists visit Miami each year from variety of destinations where English is not commonly used. Each of these individuals would benefit from Crime Stoppers information, especially information on the tip lines, being provided in their native language. (b) Demographic Profile: The demographic profiles is the estimated 1.8 million Miami residents who do not use English as their primary language, and the 9million tourists who visit Miami each year from countries where English is not the primary language. According to statistics from the Miami -Dade County Public Schools Language Enhanced Population program, approximately 87% of these non-English speaking residents speak Spanish as their primary language, and approximately 10% speak Creole, with many Arabic speakers as well. In July 2002, the US Census Bureau rated Miami as the poorest large city in the United States, giving probability to the fact that the majority of the target residential population is low-income. According to tourism statistics from Miami Beach, approximately 68.9% of foreign tourists come from countries where Spanish is the primary language. Based on these statistics, the demographic profile is low income residents who speak Spanish or Creole as their primary language, and tourists who speak Spanish as their primary language. (c) Present Level of Services: The present level of services to these populations is primarily Crime Stoppers' materials and information provided in English, Spanish, Creole and Arabic, including our local tip line number (305) 471-TIPS (8477), the web tip crime reporter used via the Internet and finally text messaging. However, additional production of materials in Spanish, Creole and Arabic is required to effectively implement two campaigns: the new toll -free Crime Stoppers phone line which can be accessed from throughout the country (866) 471- TIPS (8477), and the 'Hard Time for Gun Crime" community education initiative, along with the digital fingerprinting of children and adults. The toll -free number was established so that an individual who might have information on a crime taking place in Miami will be able to anonymously provide their tip from anywhere they may be at the time. 3. Agency Capacity: Please provide (a) mission (b) prior experience (c) partnerships, (a) Mission: The primary goal of Crime Stoppers is to provide a means by which individuals can safely provide vital information that is needed to solve crimes throughout the community while being assured that their names are totally confidential. • (b) Prior Experience: Since our establishment in September 1981, the total number of cases cleared is 26,915, which Includes 1,245 homicides solved and 6,369 total arrests. Crime Stoppers of Miami -Dade has paid out more than $1,149,830 in rewards and helped in the recovery of more than $139 million in property and narcotics removed from the street since inception. During the holiday season of '06, a female Wackenhut security guard was shot and killed while on duty, at a MetroRail Station. The case was finally brought to rest when tips were phoned in, which led to the identification, location, and arrest of convicted felon Edward D. Curry "Pooh Pop" for the murder of Chermaine Quetel. More recently (early October '07) in the Bayside area, a tourist and her husband were kidnapped at gunpoint and the wife brutally raped. In less than 60 days, as a direct result of tips that were called in, Wayne Proctor was arrested and charged with (Tourist) Armed Robbery and Sexual Battery. Crime Stoppers uses a guarantee of anonymity to the public and dissemination of information to law enforcement investigators in the appropriate jurisdiction. Many crimes are solved at a lower cost per case due to the added information provided anonymously to the Investigative Arm of the law enforcement agency. The table below provides additional details of our prior experience. The major initiative of Crime Stoppers is the Tip line. Additional projects include the local Gun Buy Back Program and other campaigns and initiatives to prevent crime before it happens. The "Gun Bounty Program" is a new endeavor and "Hard Time For Gun Crime" is ongoing; we have also instituted the Child/Senior Identification Program which provides families with a digital fingerprint card, photograph and Identification card for their files to be provided to Law Enforcement should a loved one come up missing. Current partners in our existing media outreach and community engagement activities include all local television stations (English, Spanish, Creole and Arabic) and all local radio stations. Virtually all news broadcasts that report on unsolved crime provide the anonymous tip line phone number. In addition, virtually every local newspaper article on unsolved crimes includes the tip line phone number. Every time a media outlet runs a story and provides the 305-471-TIPS (8477) or our 1- 866-471-TIPS (8477) number, that outlet becomes a partner. Members of the Board of Directors frequently bring business entities and other organizations into working relationships with Crime Stoppers, usually yielding positive results for Miami, even without formal Memorandums of Understanding (MOU) between the contributing entities. 4. Goals and Objectives: Please provide overall goals and specific measurable objectives. 6 • • The overall goal is to provide information about and foster confidence in the Tip line provided by Crime Stoppers in the four languages most used by residents of Miami: English, Spanish, Creole and Arabic. Project/ Program Design: Please describe (a) activities to achieve project objectives (b) target population (c) strategies for reaching target population and (d) time frame. (a) Activities: In order to achieve the stated objectives, the appropriate Board of Directors sub- committees will be assigned tasks with agreed -to deadlines. These tasks will vary in nature and will include items such as identifying neighborhoods, securing participation from local colleges and their language departments, contacting media outlets for their input, and securing copy writers and translators for updating and creating new presentation materials. The entire project will be attended to with the same effort that a professional ad campaign requires. Crime Stoppers is committed to producing an attractive and attention -getting campaign. (b) Target Population: The primary target population is Miami residents who are not functionally literate in the English language. Crime Stoppers seeks to provide, information on our tip lines in languages that are relevant to foreign - language tourists so that they will use the tip lines if needed during their time in Miami. c) Strategies for Reaching Target Population: The strategies for reaching the local target population will be meeting with civic leaders within the neighborhoods where Spanish, Creole and Arabic are most frequently used; presenting the Crime Stoppers message to faith -based organizations, business groups, homeowners groups, schools and fraternal groups; working with local media to produce stories and public service announcements in languages other than English; training multi-lingual presenters and making sure that local police and government services (i.e. NET, Community Policing Units) are supplied with multi-lingual materials to offer in their neighborhoods. (d) Timeline: As Crime Stoppers has an active Executive Board and full-time Executive Director with administrative support, the timeline for implementing the project will be expedited. Within a month of the grant award, the Board of Directors will be well into their list of action steps. The greatest amount of time will be devoted to the actual development and production of the new and updated multi -language materials, because Crime Stoppers will be working with other professionals who have their own calendars and production schedules. A reasonable estimate from award to a major presentation with presenters properly trained and equipped in the new campaigns (toll -free tip line, 'Hard Time for Gun Crime", Web "tip" capabilities, "Tip" Texting, The Gun Bounty Program and Child/Adult Digital Fingerprinting) is now ongoing. 8 • 6. Evaluation Methodology: Please describe the methodology and indicators of progress toward project objectives. The Crime Stoppers program will use statistics to measure the impact of the project in many different ways, including: 1. Tracking the number of anonymous calls to the tip line following each media event. 2. Tracking the number of calls that come in each of the three languages most frequently used in Miami (English, Spanish, Creole and Arabic). 3. Surveying anonymous callers regarding where/how they learned of the tips Tine number (i.e.: broadcast media, billboard, printed materials). 4. Surveying anonymous callers for zip code information. 5. Tabulation of total number of successful arrests. 6. Tabulation of total dollar value of property narcotics recovered. 7. Tabulation of total number of community presentations requested. 8. Tracking of zip codes in which community presentations are provided. 9. Tabulation of total number of requests for information/materials for distribution. 7. The media support for Crime Stoppers is always fruitful and as the new community education campaigns (toll -free tip line and "Hard Time for Gun Crime", "Gun Bounty Program", and Child/Adult Digital Fingerprinting) are continued, the amount of "in -kind" contributions will increase. It is virtually impossible to measure the number of individuals in the target audience that will be reached or the cost per participant. Crime Stoppers will be able to determine the number of household reached by any media outlet, but that is not quantitative enough data to determine the cost per participant or success in reaching the target audience. This project will be easy to maintain once the start-up costs of all new campaigns are covered. Once the expense of copy writing, translation and graphic design are paid, Crime Stoppers will be able to work any needed updates or reprinting of materials into future operational budgets, in -kind requests, or other grant proposals once Miami Police Department funding is completed. Crime Stoppers has established a relationship with a freelance professional grant writer and recently began a campaign to introduce our program to Florida -based foundations in order to secure private foundation donations to our efforts. 8. Law Enforcement Purpose Fulfilled: Crime Stoppers fulfills the law enforcement purposes of solving crimes, preventing crime, and informing residents of laws to encourage responsible citizenship. 9. How Law Enforcement Purposes are Fulfilled: Crime Stoppers fulfills our law enforcement purposes by providing local and toll -free national tip numbers; providing community presentations on anonymously reporting and preventing crime, providing community presentations promoting crime prevention and an online Website. 10
