AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING CHAPTER
54/ARTICLE IV OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
ENTITLED "STREETS AND SIDEWALKS/NAMING OF STREETS AND
NUMBERING OF BUILDINGS," MORE PARTICULARLY BY REPEALING SECTION
54-140, ENTITLED, "STREET CODESIGNATION REVIEW COMMITTEE,"
THEREBY SUNSETTING THE MIAMI STREET CODESIGNATION REVIEW
COMMITTEE; CONTAINING A SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The Miami Street Codesignation Review Committee is sunsetted and Chapter 54,
Section 54-140, is repealed in its entirety to effect said sunset.
Section 2. Chapter 54/Article IV of the Code of the City of Miami, Florida, as amended ("City
Code"), entitled "Streets and Sidewalks/Naming of Streets and Numbering of Buildings," is further
amended in the following particulars:{1}
"CHAPTER 54
STREETS AND SIDEWALKS
ARTICLE IV. NAMING OF STREETS AND NUMBERING OF BUILDINGS
Sec. 54 140. Street codesignation review committee.
(a) Crcation. The Miami strcct codesignation review committee is hereby created and may be
referred to by that term or "codesignation committee" or "committee."
(b) Composition; terms; appointâ–º entFrecnval.
{2) All members shall serve without compensation for terms of office of one year, or until the
commission for any cause. Any vacancy occurring during such term shall be filled for the remainder of
the term in the same manner as the original appointment.
{3) Members shall reside in the city, work in the city, or maintain a place of busine.s or office in the

city or own real property in the city at the time of their appointment.
{c) Scope. The committee shall have -the -responsibility taeresponsibility to review the street codesignation, marker
and plaza designation requests and to make recommendations to the city commission to guide the
commission in its determination as to whether a street should be codesignated or a marker or a plaza
should bc designated. The city commission shall not bc bound by any recommendation or advice
received from the committee.
{1) The committee shall select one of its members as chairperson. No chairperson shall serve more
than two years in office. A vice chairperson may also be designated by the committee from among its
members to serve as chairperson at any meeting if the chairperson is absent from such meeting.
{2) The committee may adopt its own order of busine.a and rules of parliamentary procedure.
{3) The members present shall constitute a quorum for the purpose of convening a meeting. An
affirmative vote of not Tess than 50 percent of the members present and voting at any meeting is
required for any action to be taken by the members.
{A) Meetings shall be scheduled by the committee at least twice each year to review proposed
city commission. If there is no busine.a pending before the committee, the meeting may be
dispensed with. The time and place of the meetings shall be fixed by the committee.
{5) The meetings of the committee shall be publicly announced, not le.s than ten days in advance of
the public meeting, by publishing the time and place of the meeting and the proposals to be
considered by the committee, in a newspaper of general paid circulation in the city and of general
interest and readership in the community. A notice of the meeting shall also be posted in all
intersections -proposed to be codesignated or where the designation of a plaza or marker is -proposed.
The posted notice shall consist of a sign at least three square feet in area, shall be of a color
distinguishable from the surrounding landscape and shall be erected in full view of the public on each
street side of the intersection.
{6) The committee shall make recommendations in writing to the city commission at least twice each
year and shall file a copy of the recommendations with the city clerk. The committee shall provide
such additional recommendations as, from time to time, may be necessary to discharge its
responsibility.
{7) It shall be the duty of the city manager to provide administrative support to the committee which
shall include the services of an individual to keep minutes of meetings, maintain committee
correspondence, post meeting notices, file reports and perform all other necessary support functions.
Section 3. The provisions contained in Section 54-137 of the City Code, entitled "Street
Codesignation," shall remain in effect.
Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is
declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 5. It is the intention of the City Commission that the provisions of the Ordinance shall
become and be made a part of the Code of the City of Miami, Florida, as amended, which provision
may be renumbered or relettered to accomplish such intention.
Section 6. This Ordinance shall become effective thirty (30) days after final reading and adoption
thereof. {2}

{2} This Ordinance shall become effective as specified herein unless vetoed by the mayor within ten
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date
stated herein, whichever is later.
