Subject: Ordinance amending Chapter 54 of the City Code - Base Building Lines to reduce the zoned
right of way width along portions of S.W. and N.W. North River Drive.
Purpose of Item:
An Ordinance amending Chapter 54 of the Code of the City of Miami, Florida, entitled "Streets and
Sidewalks" by amending Section 54-190 entitled "Nonstandard Street Widths" to reduce the zoned
street right of way width of S.W. and N.W. North River Drive between S.W. 3 Street and N.W. 5
Street.
Background Information:
In response to property owners' concerns about the impact of the additional right of way dedication on
the narrow depth property along the riverfront and the implementation of the Miami River Greenway plan, the Public Works Department has evaluated the current right of way along S.W. and N.W. North
River Drive and has prepared the following analysis and recommendation.

SUPPLEMENT TO AGENDA ITEM SUMMARY FORM
ORDINANCE AMENDING CHAPTER 54 OF THE CITY CODE
BASE BUILDING LINES — S.W. AND N.W. NORTH RIVER DRIVE
The privately owned properties along North River Drive between S.W. 3 Street and N.W.
5 Street have not dedicated the full 60 feet of right of way width. Those properties where
the dedication has been made are State, County or City controlled. The Miami Greenway
Concept Plan and the Capital Improvement construction plans for North River Drive
develop the Greenway within the existing 50 foot wide dedicated portion of the right of
way.
There are numerous impediments to widen the roadway to the full 60 feet of width. All
of the private properties along the river are very narrow and would be adversely affected
by the additional dedication. The "East Coast Fisheries" building encroaches beyond the
base building line and it has a historic designation. The S.W. 1 Street bridge support
columns preclude widening. The reduction in the right of way width of the roadway will
not affect the continuity of the Greenway or public access to the waterfront. The Miami
River Commission has evaluated the effect of the zoned street width reduction of this
roadway with respect to the preservation and function of the Miami River corridor and
has no substantial objections. For these reasons, the Public Works Department
recommends that the zoned width of North River Drive between S.W. 3 Street and N.W.
5 Street be reduced from 60 feet to the existing and developed 50 foot right of way width.
The Departments of Police. Fire -Rescue, Solid Waste and Transportation have been
notified of the proposed reduction of the zoned width of this right of way.
