Thompson City Clerk Date: February 15, 2008 Subject: Urban Development Review Board References: March 13, 2008 Agenda Enclosures: List of members, applications The Urban Development Review Board (UDRB) was created to recommend whether the design of developments and/or improvements within certain zoning districts as shown in the zoning atlas of Ordinance No. 11000, the Zoning Ordinance of the City of Miami, as amended or superseded, are in conformance with City guidelines and standards. Please be aware that City Code Section 62-257(b) states in part: "(1) At least five (5) members shall be architects registered in the State of Florida. Each member shall have had five (5) years of experience after registration in the practice of his profession. Four (4) other members shall be either architects or landscape architects registered in the state, and shall meet the same criteria as subparagraph (a), above. The alternate member shall satisfy the qualifications set forth in paragraph (b), above. During the qualification process, professional organizations such as the American Society of Architects and the American Society of Landscape Architects shall be encouraged to submit names of persons and their qualifications to the city commission through the city manager." And furthermore Code Section 62-257(c) states in part: "After the initial term of appointment, no member of the board shall be reappointed to more than five consecutive terms thereafter". Five (5) appointments and one (1) waiver of residency are needed at this time. • Chair Sanchez appointed Robert Behar, incumbent, who requires a 4/5ths waiver of the residency requirements outlined in Section 2-884(a). • Vice Chair Spence -Jones has two (2) nominations for seats currently held by: 1 Marina Khoury, incumbent, appointed by former Commissioner Allen and whose term expired September 11, 2005, has exceeded the number of absences allowed per City Code (7 absences in 2007, 6 in 2006, and 4 in 2005) and requires a 4/5ths waiver of attendance); further, Ms. Khoury has served since 9/13/01 and City Code Section 62- 257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. * 2. Vacancy (seat formerly held by Ronald Sands). • Commissioner Gonzalez has two (2) nominations for seats currently held by: 1. Julio S. Diaz, incumbent, and whose term expires February 7, 2008, has exceeded the number of allowed absences (4 in 2007) and would require a 4/5ths waiver of attendance; further, Mr. Diaz has served since 5/9/02 and City Code Section 62-257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission.* 2. Robin Bosco, incumbent, and whose term expires February 7, 2008, has exceeded the number of allowed absences (5 in 2007) and would require a 4/5ths waiver of attendance; further, Mr. Bosco has served since 5/9/02 and City Code Section 62-257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission.* • Commissioner Regalado has one (1) nomination for a seat currently held by: 1. Willy Bermello, incumbent, and whose term expires February 7, 2008, has exceeded the number of allowed absences (6 absences in 2007) and would require a 4/5ths waiver of attendance; further, Mr. Bermello has served since 1/14/93 and City Code Section 62- 257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. * While applications are not a requirement, the following individuals submitted resumes for consideration: Arthur J. Marcus Rafael Sixto Erik Vogt C. Chloe Keidaish For your convenience, we are including a copy of the current membership of said board. By copy of this memorandum, we are requesting the Agenda Office place this issue on the March 13, 2008 Commission agenda. *This matter was deferred from the November 3, 2005, December 15, 2005, February 9, 2006, April 6, 2006, June 8, 2006, July 13, 2006, October 12, 2006, December 14, 2006, February 8, 2007, March 8, 2007, April 12, 2007, October 11, 2007 and February 14, 2008 Commission Meetings.
