Mend z is 'rector Department of Capital Imp ovements Chair, Evaluation Committee DATE: January 31, 2008 FILE: SUBJECT: Committee Recommendation: Capital Program Support Services (CPSS) REFERENCES: RFP No. 06-07-034 ENCLOSURES: This Request for Proposal process seeks to award two (2) separate agreements. The first agreement may be awarded to the highest ranked firm (Prime) with the expectation that they provide all Capital Program Support Services required by the City. A second agreement may be awarded to the second highest ranked firm (Secondary) to assist the City in those instances where the Prime cannot provide the staffing or services required by the City in the timeframe required by the City. An Evaluation Committee ("Committee") comprised of the following individuals reviewed the responses to the solicitation, and developed a short list of firms to participate in a question and answer session. Based on this session the Committee then established the final ranking of the firms: 1. Pilar Saenz, Assistant Director, Department of Capital Improvements 2. David J. Mendez, P.E., Assistant Director, Department of Capital Improvements 3. Alfredo Lurigados, P.E., Director of Engineering, Miami -Dade Expressway Authority 4. Frank Guyamier, P.E., District Structures Maintenance Engineer, District 6, Florida Department of Transportation 5. Ana Finol, P.E., Senior Professional Engineer, Office of Capital Improvements, Miami - Dade County, The Committee reviewed the original seven (7) proposals received from consulting firms and determined that four (4) of the firms had the most extensive experience with similar complex programs combined with the requisite staffing and capacity to assist the Department of Capital Improvements with management of the multi -year Capital Improvements Plan. The committee requested that the four (4) short listed firms respond to questions during a forty-five (45) minute question and answer session conducted with each firm on January 23, 2008. The four (4) short listed firms included DMJM Harris, Inc., Jones Lange LaSalle, Post Buckley Schuh & Jernigan, Inc. and URS Southem Corporation. The short listed firms were given an opportunity to provide answers to a series of structured and unstructured questions and each was also able to present their team's experience and capabilities in the allotted timeframe. Prior to the question and answer session the Committee had numerous concerns with each proposal and after the question and answer session the Committee were concerned with many of the answers presented by the firms. The Committee felt that the majority of the firms did not truly understand the type of assistance the City requires for the Capital Program. The selection of the preferred primary firm, Post Buckley Schuh & Jernigan, Inc. (PBS&J), was largely based on their understanding of their role in assisting and augmenting City staff and answering the questions knowledgeably. Ms. Georgia Aguila, who will be part of the core staff for Project Controls, Page 1 of 2 Planning and Scheduling was well spoken and clearly demonstrated her experience with program controls, project management, design and construction. She has over 12 years of experience with agencies such as Florida Department of Transportation, City of Fort Lauderdale, Miami -Dade Public Schools and the School Board of Broward County. The Committee felt confident that she would be a positive addition to City staff and "a good fit". PBS&J has stated that Ms. Aguila will also be their on - site Team Leader. The PBS&J team also included an array of sub -consultants. The full PBS&J team includes the firms of: Basulto Management Consulting, Inc. (document management); CES Consultants, Inc. (construction management support); PHS Consulting Services, Inc. (construction management); Chen and Associates, Inc. (utility coordination support); and MAGBE Consulting Services, inc. (public involvement). The Committee felt confident that the skills of the assembled sub -consulting team are sufficient to cover many of the needs that may arise as part of managing the Capital Program. Additionally, City staff was pleased to see that four (4) of the five (5) sub -consultants selected were registered as minority or disadvantaged businesses. The Committee selected DMJM Harris, Inc. (DMJM) as the secondary firm. DMJM offered an extremely capable and experienced Project Manager, Mr. Chris Bucknor, P.E., who has over 18 years of experience in the design, analysis, planning development of specifications, construction supervision and inspection of various transportation projects. The DMJM team also included several sub -consultant firms that added a range of pertinent skills and familiarity with City projects. The firms include: Media Relations Group, LLC (public relations); Consul -Tech Enterprises, Inc. (cost estimating, job -order contracting, and construction management); Consulting Engineering and Sciences, Inc. (environmental remediation); and Marlin Engineering, Inc. (utility coordination and geographic information systems). Jones Lange LaSalle and URS Southern Corporation, the final short-listed firms, were not selected to provide services at this time. The Committee felt that these teams did not answer questions and present their qualifications as well as the top ranked firms. The Committee encourages the approval of the below recommended firms and authorization to begin negotiations with each. I. Post Buckley Schuh & Jernigan, Inc. 2. DMJM Harris, Inc. While the final ranking of the firms was establish to provide the needed services; during negotiations the Department of Capital Improvements will need to include discussions to better align the recommended firms' management plans and staffing with the City's goals and objectives.
