Subject: Urban Areas Security Initiative Grant Program IV (FY 2005)
Purpose of Item:
Resolution to establish a special revenue fund entitled: "Urban Areas Security Initiative ("UASI")
Grant Program IV (FY 2005), and appropriating funds in the amount of $15,828,322 received from
the U.S. Department of Homeland Security passed through the Office for Domestic Preparedness,
directly to the State of Florida Division of Emergency Management; authorizing the City Manager to
execute Memorandum of Agreements, with its contiguous counties, Miami -Dade, Broward and
Monroe Counties, setting forth the parties' responsibilities in connection with the development and
support of the UASI Project administered by the City of Miami's Department of Fire -Rescue.

Background Information: (continued)
The United States Department of Homeland Security's Office for Domestic Preparedness ("ODP"),
through the State of Florida Division of Emergency Management (DEM), has sub -granted the Urban
Areas Security Initiative ("UASI") Grant Program IV (FY 2005) to the City of Miami ("City") and it
contiguous counties, Miami -Dade, Broward and Monroe Counties in the amount of $15,828,322. This
program targets homeland security funding to "high threat" urban areas in order to prevent, respond
to, and recover from threats or acts of terrorism.
This year, based on a federal funding formula which includes population, critical infrastructure, and
threats, the Miami Urban Area (City of Miami and Miami -Dade County) ranked number ten (10) on
the list of 50 high threat urban areas identified by the ODP. The Miami Urban Areas' FY 2005 UASI
allocated is 15.8 million. The funding has been allocated by the UASI Working Group as follows:

It is now appropriate to accept said grant award, establish a special revenue fund, and appropriate the
said grant award therein for this fiscal year. In addition, the City Commission authorizes the City
Manager to execute Memorandum of Agreements, with contiguous counties, Miami -Dade, Broward
and Monroe Counties, setting forth the parities' responsibilities in connection the development and
support of the UASI IV Project administered by the City of Miami's Department of Fire -Rescue;
contingent upon funding of said project being secured in the form of Grants from the United States of
Homeland Security's ODP through the State of Florida DEM.
