Sole Source: Parts and Repairs for Fuel
Collars for GSA Fleet and Fire -Rescue
Department
I conducted an investigation to determine whether AHA Electronic & Fuel Systems, Inc., a Non-
Minority/Non-Local vendor, located at 3159 Riddle Road, West Palm Beach, Fl. 33406, continues as the
services and replacement parts/equipment provider for the automated computerized fuel facility system
(FuelOmat) located at the General Services Administration fuel facility site, located at 1390 N.W. 20th
Street as sole source distributor for Orpak USA, Inc. (formerly known as Rapac Network International,
Inc.), in Florida, for the Department of General Services Administration and Department of Fire -Rescue,
on an as -needed contract basis, for one (1) year, with the option to extend for two (2) additional one-year
periods with prices fixed and firm for the three year period.
According to Orpak USA, Inc., its FuelOMat fuel management system is proprietary and its sole source
authorized distributor to South Florida is ANA Electronic & Fuel Systems, Inc. The FuelOMat System is
a computer -controlled self-service vehicle refueling system that controls and monitors round-the-clock
refueling of authorized vehicles. Its patented system, utilizing the fuel collars and electronic components,
offers the unique feature of "ignition interrupt." This feature prevents a driver from starting the vehicle
while the fueling hose is still in the vehicle, as the vehicle will not start. This assures the elimination of
"driveaways" which tear out the hose and spill fuel, resulting in costly repairs to the City. It additionally
eliminates unauthorized fueling completely. Several new vehicles need to be outfitted with the fuel collars
and electronic components to complete the conversion to the new automated fueling system. No other
fuel collars and electronic components from fueling systems with these same capabilities could be
located.
Therefore, I am recommending that the requirements for formal competitive sealed bidding be waived,
and these findings be approved: AHA Electronic & Fuel Systems, Inc., a Non-Minority/Non-Local
vendor, located at 3159 Riddle Road, West Palm Beach, Fl. 33406, continues as the sole source
distributor of the fuel collars and electronic components for the City's automated computerized fuel
facility (FuelOMat), on an as needed citywide contract basis for one year, with the option to extend for
two additional one year periods Allocating funds from the various City Departments' sources of funds,
subject to availability of funds and budgetary approval.
Based on the foregoing, it is recommended pursuant to Section 18-92(a) (1), that the determination of a
sole -source purchase be rendered by the Chief Procurement Officer and that the City Manager support
said finding herein and respectfully recommend for the City Commission to ratify both the Chief
Procurement Officer and City Manager's decision by an affirmative four -fifths vote. Both signatures
below will affirm the sole source decision by both the Chief Procurement Officer and City Manager. This
recommendation is subject to the availability of funds and budgetary approval utilizing the General
Services Administration and Depaitinent of Fire -Rescue.
