1FI3 02031 / Pumpout Vessel
I am in receipt of the tabulation of bids and Award recommendation & Approval Form for the above
referenced IFB. I have identified several significant exceptions and deficiencies by the lowest bidder to
the minimum required specifications that were part of the IFB, and 1 feel that these exceptions would
not provide the City with the best available vessel and equipment for the intended use and required
duties. For example:
• "25' — 28' v-hull or skiff with deck style..." — the vessel specified is 21 ' in length and does not
have a flat deck style (necessary for ease of crew movement around the vessel while
performing putnpout duties).
• "1,000 gallon Kevlar-reinforced waste tank" — the City agreed that reinforced fiberglass
would he considered "as equal" to Kevlar reinforced construction, but the 1,000 gallon capacity
was not waived or modified. The specified vessel caries a 300 gallon waste tank, insufficient
for our purposes.
• "Hydraulic Steering" — specified vessel not equipped with hydraulic steering.
• "Hydraulic Trim Tabs"— specified vessel not equipped with trim tabs.
• "6"perimeter fender or rub rail system..." — specified vessel equipped with 2 1/8" vinyl rub
rail.
• "Minimum 6 deck cleats" — specified vessel equipped with (5) deck cleats.
Additionally, it is unclear from the bid package copy I received whether the specified vessel comes
equipped with other specified equipment and features, such as:
• 150 HP Evinrude E-Tec outboard engine or demonstrated equal (per the package submitted, the
manufacturer's recommended horsepower for this vessel is 120 HP).
• Minimum 1,500 GPH automatic/manual bilge pump.
• Aluminum 2-3 axle trailer able to carry vessel at full load.
The deficiencies outlined above appear to me to render the specified vessel insufficient to perform the
functions required by the City. I would recommend acceptance of the second lowest bid, as the
equipment and features of that specified vessel appear to be better suited to the expected work load and
conditions, and better meet the bid's specifications. As this purchase will be made with already -
approved grant funding, the City will incur no additional out -of pocket expense by accepting the second
lowest bid.
Please advise as to how you wish to proceed with this process, and we will follow through. Thank you
