Purpose of Item:
Adopt a Resolution to ratify, approve and confirm the City Manager's frig of sole source, waiving
the requirements the procurement for competitive sealed bids and authorizing the repair of MSA
Thermal Imaging Cameras from Mine Safety Appliances, Company, (MSA), for the Department of
Fire -Rescue, on a contract basis for a one-year period, with the option to extend for two additional
one-year periods, at a fixed and firm labor rate of S I O0 per hour for the three (3) years, if options are
exercised, and parts calculated using the manufacturer's current list pricing; allocating fizrzds from the
various sources, subject to availability of funds and b!!.rgl etary ayproval at time of need.

Background Information: (Continued)
The Department of Fire -Rescues uses the Mine Safety Appliances ("MSA") Thermal Imaging
Cameras for search and rescue, fire scene size -up, overhaul, location of victims, and advanced
firefighting and first responder applications.
The Thermal Imaging Cameras assist firefighters in vision impaired environments by offering them
infrared sight. This handheld, lightweight device allows the First Responders to "see" in clouded,
smoky, and dark areas, where, otherwise, they would be handicapped. Each Thermal Imaging
Camera contains a sensor that reacts to infrared energy from the targeted items and converts that
object into a visible "heated" image. These real-time images are then displayed in variances of black
or white — being hot and black representing cold.
MSA's Thermal Imaging Cameras must be repaired at their Factory Repair Center located in
Cranberry Township, PA. Technicians are factory trained technicians and have ready access to
replacement parts.
The Miami Fire -Rescue Department currently has MSA Thermal Imaging Cameras in service on
various fire apparatus and the repair of these items will insure safety and reliability of these "vital"
pieces of equipment. These cameras must be maintained in a proper working condition in order for the
emergency personnel to rescue victims, and save firefighters' lives.
As the Chief Procurement Officer has deemed the acquisition of repair services by Mine Safety
Appliances, Company (MSA) as sole source; it is therefore recommended at this time that the City
Commission ratify the Chief Administrator's finding of sole source and authorize the acquisition of
these services.
