A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR GRANT
FUNDING TO THE FLORIDA INLAND NAVIGATION DISTRICT ("FIND")
WATERWAYS ASSISTANCE PROGRAM, IN SUBSTANTIALLY THE ATTACHED
FORM, IN AN AMOUNT NOT TO EXCEED $90,000, FOR THE BICENTENNIAL
PARK MOORING BOLLARDS DESIGN -PHASE I ("PROJECT"); AUTHORIZING
THE ALLOCATION OF THE CITY OF MIAMI'S REQUIRED MATCHING FUNDS FOR
FIFTY PERCENT (50%) OF THE PROJECT COSTS, IN AN AMOUNT NOT TO
EXCEED $45,000, FROM CAPITAL IMPROVEMENT PROJECT B#30605;
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY OTHER NECESSARY
DOCUMENTS FOR SUBMISSION OF SAID GRANT APPLICATION FOR FISCAL
YEAR 2008-2009.
WHEREAS, the City of Miami ("City) wishes to stimulate tourism and increase the number of
visitors to the City by accommodating large visiting ships at the Bicentennial Park boat slip ("Project")
via the design and construction of mooring bollards at the boat slip; and
WHEREAS, the total cost of the Bicentennial Park Mooring Bollard Design -Phase I is estimated
not to exceed $90,000; and
WHEREAS, the City wishes to apply for grant funding from the Florida Inland Navigation District
(FIND") to design mooring bollards for the Project in the amount of $45,000 or fifty percent (50%) of
the total Project cost; and
WHEREAS, the City is allocating the required matching funds of $45,000 or (50%) of the total
Project cost from Capital Improvement Project B#30605;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to submit an application for grant funding to FIND
Waterways Assistance Program, in substantially the attached form, in an amount not to exceed
$45,000, for the Project, and execute any other necessary documents for submission of said grant
application for Fiscal Year 2008-2009.
Section 3. The City of Miami further certifies to FIND the following matters:
The City accepts the terms and conditions set forth in FIND Rule 66B-2 F.A.C., which outlines the
Waterways Assistance Program and which will be a part of the Project Agreement for any assistance

under this proposal;
The City is in complete accord with the proposal and agrees to carry out the program in the manner
described in the proposal and any plan and specifications attached thereto; unless prior approval for
any change has need received from FIND;
The City has the ability and intention to finance its share of the cost of the Project and that the Project
will be operated and maintained at the expense of the City for public use;
The City will not unlawfully discriminate against any person on basis of race, color or national origin in
the use of any property or facility acquired or developed pursuant to this proposal, and shall comply
with the terms and intent of the Title VI of the Civil rights Act of 1964, P.L. 88-352 (1964) and design
and construct all facilities to comply fully with statutes relating to accessibility by handicapped persons
as well as other federal, state and local laws, rules and requirements;
The City agrees to maintain adequate financial records for the proposed Project to substantiate
claims for reimbursements; and
The City will make available to FIND, if requested, a post -audit of expenses incurred on the Project
prior to, or in conjunction with, request for the final ten percent (10%) of the funding agreed to by
FIND.
Section 4. The allocation of the City's required matching funds for fifty percent (50%) of the
Project costs, in an amount not to exceed $45,000, from CIP B#30605, is authorized.
Section 5 This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
