A RESOLUTION OF THE MIAMI CITY COMMISSION STRONGLY OPPOSING
THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS ("COUNTY
COMMISSION") SUPPORT OF THE COUNTY COMMISSION ECONOMIC
DEVELOPMENT AND HUMAN SERVICES COMMITTEE'S RECOMMENDATION
WHICH WOULD LIMIT THE USE OF STATE HOUSING INITIATIVE
PARTNERSHIP FUNDS AND DOCUMENTARY STAMP SURTAX FUNDS TO
ONLY THOSE HOUSING UNITS DEVELOPED WITH COUNTY ASSISTANCE
BECAUSE SUCH LIMITATION WOULD SEVERELY IMPACT THE CITY OF
MIAMI AND OTHER MUNICIPALITIES' HOMEOWNERSHIP PROGRAMS;
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF SAID RESOLUTION
TO THE OFFICIALS AS STATED HEREIN.
WHEREAS. Miami -Dade County ("County") receives State Housing Initiative Partnership
("SHIP') funds and documentary stamp surtax ("Surtax") funds from the State of Florida to facilitate
the development of affordable housing in the various cities and municipalities within the County; and
WHEREAS, the City of Miami ("City") and various cities and municipalities within the County
have affordable housing programs that depend on SHIP and Surtax funds to facilitate mortgage
assistance homeowners; and
WHEREAS, the County Commission Economic Development and Human Services
Committee held a meeting on September 12, 2007, and a report from that meeting dated March 4,
2008, (Agenda Item # 12(B)(4), revealed that only those housing units developed with County
assistance will be eligible to received SHIP and Surtax funds; and
WHEREAS, the implementation of such a policy would result in severely diminishing
affordable housing projects by the City, various cities and municipalities within the County;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission strongly opposes the members of the County
Commission support the County Commission Economic Development and Human Services
Committee's recommendation which would limit the use of SHIP funds and Surtax funds to only those
housing units developed with County assistance because such limitation would severely impact the
City and other municipality's homeownership programs.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to Carlos Alvarez,
County Mayor, George Burgess, County Manager, and the members of the County Commission.

Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
